1. The nature of the association

Industry associations refer to social intermediary organizations that are between the government and enterprises, between commodity producers and operators, and provide them with services, consultation, communication, supervision, fairness, self-discipline and coordination. Industry association is a kind of non-governmental organization, which does not belong to the series of government management agencies, but the bridge and link between the government and enterprises. Industry associations are non-governmental organizations (NGOs) and non-profit organizations.

2. Responsibilities of China Association of Work Safety, etc

CHINA ASSOCIATION OF ORK SAFETY (CAS) IS A NATIONAL, NON-PROFIT SOCIAL ORGANIZATION LEGAL PERSON VOLUNTARILY FORMED BY PRODUCTION AND BUSINESS UNITS, RELEVANT SOCIAL GROUPS AND SCIENTIFIC RESEARCH INSTITUTIONS, COLLEGES AND UNIVERSITIES, EXPERTS AND SCHOLARS FROM ALL OVER CHINA, AND REGISTERED WITH THE APPROVAL OF THE MINISTRY OF CIVIL AFFAIRS IN ACCORDANCE WITH THE LAW.

Founded in January 2008, the China Association of Work Safety is under the leadership of the State Administration of Work Safety, and its permanent office, the Secretariat, is located in the State Administration of Work Safety. The registration certificate number of the association is No. 4416.

It can be seen that the China Security Association is an office established by the State Administration of Safety Supervision, and cannot undertake the work of professional qualification appraisal and recognition.

3. The difference between professional qualifications, professional qualifications, and level evaluation certificates

(1) Vocational qualification certificate: It is a certificate that shows that the worker has the necessary knowledge and skills to engage in a certain occupation. It is the qualification certificate for workers to find jobs, hold positions and start businesses, the main basis for employers to recruit and hire workers, and it is also a valid certificate for notarization of the skill level of overseas employment and foreign labor service cooperation personnel. Vocational qualifications are closely linked to occupational labor activities and reflect the actual work standards and norms of a particular occupation.

(2) Certificate of Practicing Qualification

Professional qualification is the government's access control over certain professional and technical work with greater responsibility, strong social versatility and public interest, and is a necessary standard for professional and technical personnel to independently practice business or independently engage in certain professional and technical work in accordance with the law. It is obtained by examination method. The examination is held regularly by the state, and the national unified outline, unified proposition, unified organization, and unified time are implemented.

(3) Proficiency evaluation certificates

The level evaluation certificate is the ability to represent a certain occupation, and students can understand it by themselves.

It can be seen that the gold content of the vocational qualification certificate is much higher than that of the other two certificates, and the vocational qualification certificate is issued by the Ministry of Human Resources and Social Security of the People's Republic of China and directly under the vocational skills appraisal and guidance center. It has a legal basis and access rules. It is closely related to occupational labor activities.

4. The State Council shall cancel the recognition of the professional qualifications of registered safety engineers

Registered safety engineers have been cancelled by the State Council.

Registered safety engineer itself is only a professional qualification. The supervision and implementation is the General Administration of Safety Supervision, not the Vocational Skills Appraisal and Guidance Center directly under the Ministry of Human Resources and Social Security.

5. The State Council shall sort out and rectify the basis for professional qualifications

According to the Ministry of Human Resources and Social Security [2014] No. 53 document, it can be seen that the state will cancel the vocational qualification certificates recognized by the departments and associations and societies of the State Council in the future, and the Ministry of Human Resources and Social Security will organize the implementation, and the regulatory departments must also be vocational skills appraisal and guidance centers at all levels directly under the Ministry of Human Resources and Social Security.

6. The significance of the implementation of the national security evaluator

The National Safety Assessor is a professional qualification standard developed and reported to the Ministry of Human Resources and Social Security of the People's Republic of China by the National Vocational Qualification Appraisal Base, and the professional qualification code is X4-07-01-11. At present, it is the only professional qualification certificate issued and supervised by the Ministry of Human Resources and Social Security. The certificate is common throughout the country, and the official website of the Ministry of Human Resources and Social Security of the People's Republic of China is registered and managed in a unified manner.

7. Regulations on the issuance of national vocational qualification certificates

Introduction to National Vocational Qualification Certificates:

The certificate issuing body is uniformly printed and issued by the Ministry of Human Resources and Social Security of the People's Republic of China, issued by vocational skill appraisal and guidance centers at all levels, and stamped with the steel seal of the province or region to which the certificate implementation department belongs. To sum up: the registered safety assessor held by the China Safety Association and the registered safety engineer issued by the State Administration of Work Safety are not real professional qualifications, and the State Council has cancelled them.

The safety assessor certificate is a national professional qualification certificate, and the China Association of Work Safety is an association composed of a number of functional institutions including the Safety Supervision Bureau, and the two certificates are not comparable.
