On 3 January 1993, the United States and Russia signed the Strategic Arms Reduction II Treaty, which prohibits the use of multiple re-entry vehicles, known as multiple-warhead guided missiles, on intercontinental missiles. Four years later, the START III negotiations were unsuccessful, and because the United States proposed to withdraw from the ABM Treaty last year, Russia affirmed that as long as the United States withdrew from the ABM Treaty, it would withdraw from the START II Treaty and develop multiple-warhead missiles to deal with the anti-ballistic missile system.
