"National security" is only a tool value, while "people's freedom and stability" is the ultimate goal value. However, freedom and responsibility in Hong Kong are not contradictory. As a Special Administrative Region of the People's Republic of China, it is the constitutional responsibility of Hong Kong to legislate on its own to protect national security. If we fail to fulfill our legal obligations under Article 23 of the Basic Law, we will lose the strictness, authority and impartiality of the law, and how can we demand and guarantee the right to fulfill the commitments made in other articles of the same law?
Obviously, the social conditions and public opinion expressed in the march have exerted tremendous pressure on the chief executive and the SAR government. The "democrats" in Hong Kong are pressing on step by step, and the SAR government is gradually backing down. According to Hong Kong's Ta Kung Pao and Shang Pao, on 2 July, 22 members of the Legislative Council from different sectors, including the Democratic Party, the Association for Democracy, the Hong Kong Federation of Trade Unions, the Front Line, and the legal profession, jointly sent a letter to Tung Chee-hwa, demanding that the 23 pieces of legislation be shelved, that dialogue calm down public anger, that the chief executive and the Legislative Council be elected by universal suffrage, and that government be returned to the people. The Civil Human Rights Front, which launched the march, claimed to have mobilized citizens to surround the Legislative Council on the 9th when the government resumed the second reading of the national security bill.
