Chapter 1357: Open Your Bloody Mouth

In the face of this situation in the former Soviet Union, the four permanent members of the UN Security Council unanimously proposed to convene an emergency meeting to discuss how to deal with the situation in the Soviet Union under the current international situation. At the same time, Russia, Ukraine, Kazakhstan and other three relatively large newly declared countries were invited to send special envoys to join.

Chinese Foreign Minister and Special Envoy Qi Pengduo urgently flew to the United Nations to attend a closed-door meeting of the four permanent members, and then participated in the "four plus three" meeting joined by Russia, Ukraine, and Kazakhstan, in order to quickly stabilize the international situation within the former Soviet Union.

The envoys of the four permanent members of the Security Council held emergency consultations behind closed doors for three days, and the four countries bargained and finally reached a secret agreement, which included:

China agrees to and is happy to see East Germany join West Germany, and to allow East Germany and West Germany to join NATO as a whole. China agrees with and welcomes the establishment of Lithuania, Armenia, and Estonia on their own, agrees to establish diplomatic relations with these three countries, exchange ambassadors, and adopt a tacit attitude toward their accession to NATO, and does not cultivate or support the opposition in their own countries.

China acquiesces in the dissolution of the Warsaw Pact, does not seek to establish another organization similar to the Warsaw Pact, respects the choices of Poland, Czechoslovakia, Yugoslavia, Hungary and other countries, and does not block their accession to NATO.

The United States, Great Britain, and France recognized the reintegration of Outer Mongolia into China's territory, and tacitly acquiesced in China's recovery of the territories ceded by Tsarist Russia after the signing of the Sino-Russian Treaty of Nebuchu. The three countries do not prevent these territories and the common people dependent on them from becoming part of China, and do not sponsor, cultivate, or instigate local governments, political groups, or military groups that oppose China's recovery in these territories. The three countries are willing to assist China in recovering the debts owed by the former Soviet Union and allow China to dismantle equipment and technical data from some state-owned enterprises in the former Soviet Union in order to offset the debts.

However, the three countries oppose China's unilateral military invasion to forcibly reclaim its territory, oppose China's taking the opportunity to expand the scope of territorial receiving, and oppose China's cultivation of pro-China forces and pro-China armed forces in other areas of the former Soviet Union and China's surrounding areas. Establish a puppet state under Chinese control.

The four permanent members of the Security Council unanimously agreed on the need to do everything possible to maintain the international situation after the collapse of the former Soviet Union, expressed concern about the chaotic situation in the former Soviet Union, and actively sought ways to stabilize the situation in the region. The four countries agreed that the territory and legacy of the former Soviet Union should be inherited by Russia, Ukraine, Kazakhstan and other countries, and that its military legacy should be divided according to the proportion of the country's land area.

The four permanent members are very concerned about the storage, management and use of nuclear weapons, nuclear materials, nuclear plants and nuclear missiles left over from the former Soviet Union.

The four countries unanimously agreed that all their nuclear weapons should be unconditionally handed over to Russia, which is the largest and most militarily powerful country in the country, and that any other newly established country must first commit itself to unconditionally surrender nuclear weapons and materials, and must dismantle nuclear plants and nuclear installations. Its drawings and information relating to nuclear weapons and intercontinental missiles must be submitted to the four permanent members for processing.

The four permanent members unanimously demanded that the newly established countries be subject to the full supervision of a monitoring group composed of four countries, and that the international community recognize the legitimacy of those countries and establish diplomatic relations with them and exchange ambassadors only when the relevant transfers have been completed or the four permanent members have confirmed that their transfers will be fully implemented.

The four permanent members unanimously decided not to transfer nuclear weapons. or deliberately withholding or transferring nuclear materials or technical information on the manufacture of nuclear weapons, or imposing sanctions on countries, groups or organizations that attempt to manufacture nuclear weapons in the future, including but not excluding economic blockade, blocking the transportation of relief materials, military blockade, military strikes, disbandment of organizations, elimination of armed forces, trial and even execution of the leader......

The international community gives priority to providing economic assistance to Russia and supports the formation of an army in Russia to maintain the stability of the situation in Russia, but the international community believes that it is necessary for Russia to recognize the establishment of the Republic of Tobol and the Far Eastern Republic. There shall be no military invasion and economic blockade of the independence of the two countries.

The four permanent members of the UN Security Council basically agreed that Russia would succeed the Soviet Union as a permanent member of the UN Security Council.

……

It can be said that although the four permanent members have bargained, although they have all made concessions to this, and even because they are frightened by the turbulent situation in the former Soviet Union, they still eat with their mouths full of oil:

The NATO organization controlled by European and American countries included Eastern European countries, including East Germany, Hungary, Czechoslovakia, Poland, and other Eastern European countries, and at once pushed the borders controlled by NATO directly to the territory of the former Soviet Union, and established itself in Lithuania, Estonia, Armenia, and other regions that originally belonged to the Soviet Union.

China also recovered all the territory that originally belonged to China, including Outer Mongolia, and pushed the border line outward.

Russia was split up by four permanent members. Out of thin air, there are two more countries: the Republic of Tobol and the Republic of the Far East. With the establishment of these two states, Russia's land area was mainly limited to Europe, and the regions east of the Ural Mountains became the leadership of other countries, which fundamentally eliminated the basis for Russia to become a first-class power in the future.

The four permanent members also share the nuclear technology of the former Soviet Union.

When the four permanent members of the Security Council bargained behind closed doors for the partition of the former Soviet Union. The envoys were both happy and nervous, and they were afraid that they would have less to share, and they were relieved when the envoys of the four countries had signed. I don't feel like I'm at a loss.

If we look at the results alone, it seems that China has benefited the least. The benefits for China were two and a half: the first was that the other three countries recognized China's recovery of Outer Mongolia and the Chinese territories ceded since the Treaty of Nebuchu.

The second benefit is that China has signed many contracts and carried out many joint projects with the former Soviet Union. Now that the Soviet Union has collapsed, it is difficult to say about the follow-up implementation of those contracts, and now the four permanent members of the Security Council at the same time ensure that China does not suffer losses, and can use the equipment or technical data of the state-owned enterprises of the former Soviet Union as collateral.

Half of the benefits are to split Russia, which has a huge land area, into three countries, and to split the Republic of Tobol and the Far Eastern Republic on the territory of Russia, which ensures that even if Russia is strong in the future, it will not be able to compete with China.

The reason why China has only half the benefits is that the benefits of Russia's division into three are not only for China, but also for the other three permanent members, who are equally worried about Russia's re-emergence as a powerful country like them.

Although the area returned to China this time is relatively large, these territories were originally Chinese their own, and were taken away from Chinese by the Tsarist Empire, and Lenin, the founder of the Soviet Union, also twice voiced that he wanted to return it to China, and it was not too much for China to take the opportunity to come back this time.

The second benefit that China has obtained is not a big deal in the eyes of the other three, since it is an investment, it is natural to take back, if China is not allowed to take back their investment, they will definitely not be happy, seeing that the land that originally belonged to the Soviet Union is in chaos, everywhere is full of wolves, there are many former Soviet people who yearn for them, and if China sends troops to this, it will not be invincible? There will certainly be a situation in which China will not only be able to dismantle the state-owned enterprises on Soviet soil, but will also be able to take over much larger territory than it belongs to.

In order to appease China, in order to prevent China from sending troops to seize territory, they had to use this advantage to reassure them. As for the state-owned enterprises of the former Soviet Union, these three developed Western countries really don't look down on them, they can dismantle them if they are willing to dismantle them, and take away those technologies if they are willing to do so, we are still too lazy to spend labor, we only need those nuclear weapons technology of the former Soviet Union, which is the highest level of technology.

They have no idea that China is not as greedy as Western countries, and they don't know that China doesn't want to send troops to take advantage of the situation to loot at all, and now China only wants to acquire some land that is useful to itself, can be fully accepted and absorbed, and does not produce serious consequences, especially does not bring about huge national contradictions. China doesn't want to hold a keg of fire on it.

China is at a one-to-three disadvantage in negotiations, and the United States, France, and the United Kingdom, although each with their own calculations, are unanimous in their face with China. Chinese envoy Qi Peng took advantage of the Western countries' fear that China would send troops, and at the same time took advantage of the Western countries' eagerness to integrate East Germany, Hungary, Yugoslavia, and other countries into the West, hoping that Lithuania, Estonia, and Armenia would join NATO, thus pushing their defense lines forward.

This goal is the result of the discussion between the supreme chief and others and Guo Shucheng, which seems to be very honest, very simple and restrained, but in fact these benefits are real benefits, and they can be safely put in their pockets, and if they can be digested well, it will undoubtedly be of great significance to the enhancement of China's national strength.

As the saying goes, if you can't fall into your pocket, a huge benefit and a huge number are fake. Instead of being ambitious and going far and ending up with more gains than losses, it is better to be down-to-earth from the beginning, walk step by step, and earn as much as you can.

In this distribution of spoils, the United States, Britain, and France have indeed made a lot of gains, especially since their land area and corresponding strength in Europe have increased by more than half, and their sphere of influence in Europe was only limited to a little bit on the east coast of the Atlantic Ocean in Western Europe, but now they have entered the easternmost part of Europe, and except for those occupied by Russia, other parts of Europe belong to their sphere of influence.
