Chapter XXIII

During the Ming Dynasty, the city of Beijing was divided into four parts: the Forbidden City, the Imperial City, the Inner City, and the Outer City.

The Forbidden City, also known as the Imperial Palace, is located on the central axis of the city of Beijing and is where the emperor's family lived.

Outside the Forbidden City is the Imperial City, and the main gate is Chengtianmen, which is the Tiananmen Square in later generations. In addition to the Huanyi Bureau in the Eight Bureaus, twenty-three of the twenty-four yamen had inner court service institutions in the imperial city, where most of the eunuchs and palace maids lived.

The number of eunuchs and palace maids in the Ming Dynasty exceeded 10,000, and only a small number were on duty in the imperial palace, and the rest lived in the imperial city, and most of them lived in the area north of Banzai Mountain.

The inner city, that is, the center of Beijing, was rebuilt from the capital city of the Yuan Dynasty, with an area of more than 50,000 acres of land, inhabited by the emperor's relatives and officials of the court, as well as various commercial workshops. The inner city and the imperial city are in the shape of 'Hui', the inner city is outside, and the imperial city is inside.

Before Jiajing in the Ming Dynasty, Beijing only had the inner city, the imperial city and the Forbidden City, and Jiajing began to build the outer city in order to accommodate more people in the capital.

However, due to lack of funds, only a part of the south side was built, with an area of more than 36,000 acres, and the outer city and the inner city are in the shape of "Lu", with the inner city on the top and the outer city on the bottom.

The street pattern of the outer city of Beijing is the same as that of later generations, which is basically horizontal and vertical, and the main road is the street leading to each city gate, and the streets and alleys are dense and square.

Several main streets were so wide that five or six horse-drawn carriages could be carried side by side. Zhu Cihong rode in a carriage and looked at the surrounding environment with some surprise, but he didn't expect that this outer city was more lively and prosperous than the inner city.

The avenue crossed by the carriage was lined with dense shops and restaurants, and the sound of selling and the sound of silk and bamboo wind music was endless.

On the streets, there are many well-dressed rich nobles, with beauty and glamour, surrounded by domestic slave guards, in and out of various shops and restaurants, and the things they wear are extremely luxurious and extravagant.

On the other side, however, the bustling scene is extremely incommensurate with the eaves of many shops on both sides of the street, many beggars and beggars mingle together, holding broken empty bowls, and begging for help.

The owner of the store held a stick and kept driving and pushing and beating, for fear of affecting his business. Occasionally, some shops would give away a little leftovers, which immediately caused a scramble among these people.

On the second floor of some restaurants, some children of eunuchs sat by the windows in a decent manner, threw down a few meat and bones, and then watched a few homeless people and a few dogs fighting together, which immediately made them laugh.

At this time, although Beijing still has a bit of grandeur and grandeur on the surface, in Zhu Cihong's eyes, he has already seen the image of decadence and weakness in the last days.

The security of the capital is mainly in charge of the five city soldiers and horses and the patrol of the city, and sometimes the Jinyi guard will also be in charge.

The Five Cities Soldiers and Horses Division, that is, the Central, Eastern, Western, Southern, and Northern Soldiers and Horses Command Division, is the yamen responsible for patrolling thieves in Beijing, clearing streets and ditches, prisoners, fire bans, etc.

The news that the prince left the palace to pacify the people has been issued through a clear decree, and all the yamen of the Beijing division have already received the news, and the Wucheng Soldiers and Horses Division is naturally no exception, especially the Nancheng Soldiers and Horses Command Division, which has a heavy responsibility and everyone is very nervous.

When Zhu Cihong rode out of the palace in a carriage, they had already sent people to follow, clearing and protecting them in secret. Even Jinyiwei and Shuntianfu couldn't sit still, and sent officials to stay away, for fear that something would happen.

said that it was out of the palace to care for the people, but in fact, it was disaster relief, and arranged for these displaced people, Zhu Cihong would naturally not be stupid enough to put the prince's guard of honor to the outer city, and shouted to the street: I am the prince of the dynasty, the prince of the Ming Dynasty, I came to see you on behalf of the emperor, there is food here, you eat first!

If that's the case, even if there is the protection of the East Palace Guards and the Five Cities Soldiers and Horses, it is estimated that it will be overwhelmed by the homeless, in front of the food, who cares which one you are?

Therefore, Zhu Cihong decided to come out to see the situation first, and then decide what to do after understanding the same.

When he left the palace this time, he brought three hundred plainclothes guards from the East Palace to escort around the carriage. Knowing that he is the crown prince of the Ming Dynasty, he still doesn't look for a chance to kill himself?

Lao Tzu's career has just started, how can he allow such a funny ending to happen, we must ensure the safety of this prince!

After shopping for a long time, Zhu Cihong found that there were too many homeless people, how could this be done? The will is to let the people come out, and I haven't seen the silver, the emperor Lao Tzu won't be naïve to think that just let him, the prince, come out and say a few words.......

Chongzhen really didn't think about it so much, in fact, he was counting on Zhu Cihong to say a few words on behalf of the emperor, and then send some rice porridge for disaster relief, as for the follow-up things, just let the cabinet arrange it.

But will the cabinet take care of it? The answer is, of course, no, Wen Tiren, the old fox, kicked the ball to Zhu Cihong, so naturally he wouldn't help him wipe his ass, and he didn't know where he and Zhu Chunchen were listening to the music and watching the play.

Zhu Cihong first sent someone to the household department and asked the household department to allocate some silver for disaster relief. The household department said that it was difficult to do, but for the sake of the face of this chitose master who gave the household department a million taels of silver, he finally squeezed out 10,000 taels of disaster relief silver.

10,000 taels of silver may be enough for tens of thousands of homeless people to drink porridge for a few days, but what about the porridge after drinking? How to arrange it later, this is the most important thing.

The problem of displaced people has existed in all dynasties and dynasties, and it has been impossible to eradicate it for thousands of years. Before Zhu Cihong came out, he also consulted a lot of files to see how the various dynasties and generations treated the displaced people.

During the Han Dynasty, the imperial court adopted restrictions, repression, and repatriation, control and pacification, mainly arranging for the displaced people to be naturalized in other relatively stable places, or building cities and counties to settle the displaced people.

However, this practice was aimed at a large number of displaced people, most of whom were repatriated, and as a result, a large number of displaced people died on the way back to their hometowns, and many of those who were arranged for naturalization elsewhere became slaves and maids, and more participated in peasant uprisings.

During the Sui and Tang dynasties, the rulers were more enlightened and took some first-aid measures, such as opening warehouses to release grain, abolishing tyrannical laws, and reducing rents, so as to save the ruling crisis. Although these measures have achieved some results, on the whole, they have had little effect, and the phenomenon of exile still occurs frequently.

During the Song Dynasty, a large number of displaced people were recruited as officials and soldiers, resulting in the phenomenon of "redundant soldiers".

In the middle of the Ming Dynasty, the displaced people were treated with strict household registration management, evacuation and suppression, especially the Jingxiang Displaced People's Uprising, which was caused by the excessive killing of the officials and soldiers, which led to the direct rebellion of the displaced people.

In fact, the causes of the displaced people are nothing more than natural disasters and man-made disasters, and if the two are superimposed, it will definitely cause a situation of "thousands of miles of red land, millions of displaced people, and thieves swarming", shaking the foundation of the country's rule.

For example, during the Chongzhen period, it was the consequence of the superposition of the two, and the Ming Dynasty was finished, of course, the reasons for the fall of the Ming Dynasty were not only these.
