Chapter 639: 800,000 Standing Army
Because the size of the infantry division was slightly higher than before, in order to control the size of the army, the Daheng Imperial Army was determined to reduce the size of the army.
In the past, the establishment of three divisions, plus cavalry divisions and heavy artillery regiments, was too large for a fixed corps-level unit, and this time we also took the opportunity to reduce the corps-level establishment.
A reformed corps will have two infantry divisions, plus a heavy artillery battalion under the army, and the heavy artillery battalion under the army will have jurisdiction over 18 150-mm howitzers.
In this way, the number of reformed armies will be controlled.
Some of the cavalry units drawn from the corps were transferred to form the Fifth Cavalry Corps, and the other part was to fight as independent cavalry divisions.
The same is true for artillery units, where heavy artillery regiments under each military are split and transferred, and they join independent heavy artillery regiments or form separate heavy artillery regiments.
As for the establishment of the higher level of corps, there is no clear establishment, and different numbers of infantry corps, cavalry corps/divisions, and heavy artillery brigades/regiments will be dispatched to fight in them according to the situation, but generally speaking, it will be controlled at about three armies, with a strength of more than 100,000 troops.
According to the above-mentioned reorganization plan, and taking into account the pressure on the military expenditure of the empire, after the reorganization of the imperial army, it will form 30 corps, 60 infantry divisions, 5 cavalry corps, and 5 independent cavalry divisions, a total of 20 cavalry divisions, 6 heavy artillery brigades, 10 heavy artillery regiments, and 8 fortress garrison brigades and regiments deployed in different regions.
In addition, it is planned to continue to expand, and eventually form a Guards Corps of three Guards Infantry Divisions, one Guards Cavalry Division, and one Guards Heavy Artillery Brigade.
However, not all of the above-mentioned units will be front-line combat-ready troops, and only a small number of elite units will maintain a state of full combat readiness all year round, and the combat-ready divisions will have a strength of 17,000 troops at full strength and will be equipped with the latest weapons and equipment.
Most of the troops will maintain the peace, the peace division is a complete set of officers, the front-line combat soldiers are basically retained, and the equipment is also the same equipment as the combat reserve troops, but the number of the latest models of heavy weapons such as artillery is estimated to be less, and more will use second-hand goods returned and replaced by the combat reserve forces, but the quantity will remain sufficient.
In normal times, the strength of such a peace division will be controlled at about 8,000 people, and once a war breaks out, the first batch of mobilized veterans and auxiliary personnel will be replenished as soon as possible, and they will be able to go directly to the battlefield.
However, the above two types of troops still belong to the category of the regular army of the army, and the total strength of the army will be controlled at about 800,000 in normal times.
This is also the Army's estimated plan for a standing army of 800,000.
After the outbreak of the war, after a large number of second-line troops were fully mobilized, the total strength of the troops could reach about 1.5 million after the full establishment was completed.
In order to carry out the above-mentioned reorganization plan, more than 1.5 million Luo'an-4 rifles, more than 3,000 heavy machine guns, more than 3,000 rapid-fire mortar guns of various calibers, and more than 4,000 barreled artillery pieces of various calibers will be needed.
And the above plan is only a plan for the standing army, and in the reorganization plan of the Daheng Imperial Army, it also includes the plan of the reserve force.
The Army will plan to convert a part of the regular army on active duty into reserve divisions, and reorganize them into reserve divisions together with the more than 30 existing local reserve divisions in various localities.
It is planned to set up at least one reserve division in each county, and some counties with large populations will set up two or even three reserve divisions, such as the county where the Beijing division is located, because of its large population and relatively special characteristics, it will be directly divided into three districts according to the number of population and veterans, and each of the three districts has a reserve framework.
The reason why it is said to be a framework is because these local reserve divisions really have only one framework, and the division commander of the reserve division will be concurrently served by the Minister of Army Affairs of the War Department stationed in each county/district.
This army affairs department sounds like a very lofty name, but in fact it is a large number of chaotic affairs set up by the army department in the local area for recruitment, employment arrangements for demobilized officers, compensation for the casualties of officers and soldiers, aftermath care, and propaganda.
The Army will directly send the generals who are old and in retirement to their hometowns to serve as the head of the army affairs department of a certain county and the head of the garrison command of a certain state, and the same will be done for some other positions of active duty generals who are about to retire.
At the same time, these personnel will also serve as division commanders, chief of staff, regiment commanders, battalion commanders, etc.
Of course, on weekdays, it's just a name, what should everyone do in normal times, choose a certain time every year, and organize veterans in their jurisdiction to conduct short-term adaptability training.
Moreover, in order to carry out rapid mobilization after the outbreak of war, so that these mobilized troops can quickly form combat effectiveness, usually a reserve division will also retain a number of standing soldiers and officers on active duty, the number of which is not large, ranging from one or two hundred to more than 500 people, but although the sparrows are small, they are basically infantry, artillery, baggage, engineers, cavalry, and so on.
These more than 500 reserve divisions have a standing force, which usually suppresses the localities, guards the local yamen, and also assists the local patrol police in handling some cases of armed violence.
The army was a little dissatisfied with the fact that the patrol department had begun to set up so-called armed patrols in various places, believing that the patrol department had crossed the line, but the patrol department believed that it was difficult for ordinary patrol officers to deal with the lack of firepower and military training when facing some dangerous criminals, and the procedures were very complicated if they directly requested the army's assistance.
In the face of this situation, the army simply and explicitly stipulated this time that the standing forces under the jurisdiction of the reserve divisions in various localities will directly assist the local patrol police in fighting the outbreak of crime.
But the patrol police department is actually still secretly engaged in armed patrol police, but people have to say that this is a patrol police investigating the case, and they are not equipped with any heavy weapons, and the number is very small, and the army is really hard to say, plus Lin Ziran also thinks that the patrol police department is indeed the need to organize a small number of special patrol forces, so he acquiesces.
After the outbreak of war, a large-scale expansion will be carried out on the basis of these hundreds of standing forces, and then one reserve division after another will be formed, and after a month or two of training, they will be able to go to the battlefield.
There are 123 reserve divisions in the whole country, of which there are not many standing troops on active duty, only about 60,000 people, but with them as seeds, if we recruit retired officers and soldiers and supplement the temporarily conscripted mobilized troops, we will be able to organize a reserve force of nearly 2 million people in a short period of time.
Although it is said that these reserve units have little combat effectiveness in a short period of time, they will have to be reinforced by a large number of officers and backbone soldiers from the regular army, and at the same time conduct at least one or two months of training before they can go to the battlefield.
However, the existence of the framework of reserve divisions and the standing battalions of reserve divisions in various localities has been able to form a relatively complete set of mobilization systems throughout the country that has spread to all counties throughout the country.
