In March 1938, the Chinese Air Force reformulated the "Air Force Attack Plan for the Enemy's Interior and Ground" and selected Japan's Sasebo Military Port and Yawata City as bombing targets.
In order to ensure the smooth completion of the mission, the Aviation Committee transferred several outstanding pilots headed by Deputy Captain Tong Yanbo from the 19th Squadron of the 8th Flight Group to join up with the pilots who had previously arrived in Chengdu to set up a special bombing squadron.
