1. Establish Nanzhong commercial agencies in Lhasa, Shigatse, Gyantse, Loka, Naidong, Cuona and Gongbu, and establish commercial ports within a radius of five miles from the commercial agency.

The two sides agreed that South China businessmen could lease land to build houses and set up trading warehouses in the commercial port. This agreement does not jeopardize the right of the merchants of South China to rent land outside the commercial port for the purpose of storing goods, to build houses and to build warehouses. 2. 3. 6. The merchants of the South and China shall enjoy the freedom to exchange food or money for goods they like, to rent all kinds of means of transportation, and to engage in general commerce and trade in accordance with local customs, and the authorities of the Wusi Tibetan Prefecture shall not restrict or extort them. It is also forbidden to prevent Nanzhong business representatives or other Nanzhong businessmen and residents of Wusi Zangdu Division from engaging in personal contacts or correspondence.

The local officials of the Wusi Tibetan Capital Division are obliged to provide effective protection to the commercial ports and the merchants and property of the southern and central countries along the commercial ports at all times, and if necessary, they should deploy elite troops in the commercial ports and along the commercial ports to ensure the smooth flow of trade routes.

The trade between the two sides is based on gold coins, silver coins and Nanzhong Tongbao as the currency trading units, and if the above currency is insufficient, the market value of the goods can also be used to offset the account.

8. The "Regulations" now signed shall be valid for 10 years from the date of signature by the representatives of both sides; However, if neither side has requested amendments by the ninth and a half years, the Regulations will be valid for another 10 years. 9. The two versions of the Regulations in Chinese and Tibetan have been compared in detail, and if there is any discrepancy, the Chinese version shall prevail.

10. Within one year of the signing of the ordinance between the two sides, the Nanzhong Propaganda Division will dispatch an army of no less than 3,000 men to assist the Wusi Zangdu Division in attacking Zhemengxiong, Reri, Baiyu Jimo County and Bomi.
