In the fifth year of Zhongping (188), Liu Yan, a relative of the imperial family, suggested that the imperial court change the assassination history to the state pastor and take charge of the military and political affairs of a state.
Emperor Ling of the Han Dynasty adopted Liu Yan's suggestion, and from then on, the state official changed from a minister of the imperial court to the emperor of a state.
The local government of the Han Dynasty changed from the original two-level system of counties to three levels of prefectures, counties and counties.
The territory of the Han Dynasty is divided into thirteen prefectures, the capital is: Sili Xiaoweibu (Zhiluoyang), under the jurisdiction of Hedong, Pingyang, Hanoi, Hongnong, Henan Yin, four counties and one Yin, there are 55 counties. Yuzhou (Zhiqiao County), under the jurisdiction of Yingchuan, Runan, Yiyang, Chenjun, Qiaojun, Lujun, Liangguo, Peiguo and other six counties and two countries, there are 94 counties. The approximate location is in today's Henan Province.
Jizhou (Zhigaoyi), under the jurisdiction of Wei County, Guangping, Yangping, Julu, Changshan, Anping, Pingyuan, Leling, Boling, Bohai, Zhangwu, Hejian, Qinghe, Zhaoguo, Zhongshan and other thirteen counties and two countries, there are 123 counties. The approximate location is in today's Hebei, eastern Shanxi, north of the Yellow River in Henan Province, and west of the Liao River in Liaoning Province.
There are 6 counties under the jurisdiction of Taiyuan, Shangdang, Leping, Xihe, Yanmen, Xinxing, etc., with 44 counties. The approximate location is in parts of today's Shanxi Province and Shaanxi Province.
Youzhou (Zhiji County), under the jurisdiction of Zhuo County, Dai, Shanggu, Yuyang, Liaoxi, Xuansu, Lelang, Youbeiping, Yanguo, Liaodong and other ten counties, one country and one subject country, there are 69 counties. The approximate location is in today's Hebei, Liaoning and North Korea.
Yanzhou (Zhichangyi), under the jurisdiction of Dongjun, Jiyin, Shanyang, Taishan, Jibeiguo, Chenliuguo, Renchengguo, Dongpingguo and other four counties and four countries, there are 71 counties. Jingzhou (Zhihanshou), under the jurisdiction of Nanyang, Nanxiang, Yiyang, Jiangxia, Xiangyang, Weixing, Xincheng, Shangyong, Nanjun, Yidu, Jianping, Wuchang, Qichun, Wuling, Tianmen, Changsha, Hengyang, Xiangdong, Lingling, Yingyang, Shi'an, Shaoling, Guiyang, Shixing and other 24 counties, there are 177 counties. It is located in Hunan, Hubei, the northwestern border of Guangxi, the northeast of Guizhou, the eastern part of Sichuan and the Lianxian area of Guangdong, and the hinterland is quite large.
Yangzhou (Zhiliyang), under the jurisdiction of Huainan, Lujiang, Danyang, Xindu, Huiji, Linhai, Jian'an, Dongyang, Wujun, Wuxing, Yuzhang, Luling, Poyang, Lushan, Linchuan, Ancheng, Luling South and other sixteen counties and one Duwei, there are 160 counties. The approximate location is in the southern part of today's Jiangsu Province, Anhui, Jiangxi, Zhejiang, and Fujian provinces.
Jiaozhou (Zhilong Edition), under the jurisdiction of Nanhai, Cangwu, Yulin, Hepu, Jiaozhi, Jiuzhen, Rinan County, Cangtai 16. Zhisho Long Bian is north of present-day Hanoi, Vietnam. There are four or seven counties, roughly located in Guangdong Province, most of the Guangxi Zhuang Autonomous Region, and parts of Vietnam.
Originally, there were only thirteen states in the late Eastern Han Dynasty, and later Cao Cao made more Yongzhou.
In the first year of Xingping (194), Cao Cao divided into Yongzhou, and there were ten counties under his rule, including Jingzhao, Fengyi, Fufeng, Beidi, Xinping, Longxi, Tianshui, Nan'an, Guangwei, and Anding, with 70 counties. The approximate location is the eastern region of today's Shaanxi Province and Gansu Province.

Eighteen counties under his rule: Huaixian, Wude, Pinggao, Zhouxian, Wenxian, Heyang, Yewang, Boxian, Yixian, Qinshui, Shanyang, Xiuwu, Huojia, Jixian, Gongxian, Chaoge, Dangyin, Linxi, etc.
