Chapter 221: The Central Valley (17)
When night came, the gas lamps outside the four forts of the Corps were lit by the night watchmen in turn, and the dazzling lights suddenly filled this desolate field with stars.
Probably because this is a place for the state to train specialized personnel, the government has allocated a huge amount of money to not only build a large school building complex on this desolate land, but also build up supporting facilities. For example, the East Coast Gas Company built a second-generation gas lighting system for the four forts of the Corps and the adjacent areas, which illuminated the surrounding area and became a famous scenery in the wasteland. For example, the State Development Administration has also funded the construction of reservoirs (converted artificial lakes), water supply plants, and water supply and water facilities, which have made the lives of more than 2,000 students, faculty and staff in the fort more convenient. For another example, the Ministry of Communications also said that the construction of the third-class national highway leading to Hongqi Prison and the second-class national highway leading to Shihezi Prison is currently being built, which is expensive and full of sincerity.
In short, the establishment of the four forts of the Corps was built under the direct care of the high-level government, and the cost was very large. After all, in a wilderness where there is nothing to be desired—most of the woods, swamps, and barren meadows that are now within visual range of the Corps' four forts, infested with animals and sparsely populated—it is true that it takes a lot of resources to build facilities that symbolize modern civilization, and it can also be seen that the government attaches great importance to such educational institutions for training specialized personnel.
The students of Bingtuan Fort need to study for up to ten years when they enter the school at an early age, and each graduate is a highly loyal and skilled professional, some of them are similar to the vocational school graduates of later generations, but the learning intensity is much higher than them, of course, the difference in learning attitude and school management is not to mention, it is certainly not a level.
At present, the Republic of China has four corps forts, the first three of which are located on the core of the East Coast Prairie, and a stable supply of 3,000-4,000 graduates every year, all of which are allocated to the army, government, schools, research institutions and state-owned enterprises. They have received all kinds of education since childhood, including East Coastism, have good obedience, and have a high degree of national identity, which is a powerful weapon for the government to control the grassroots, and it is also an important weight for the executive committee to ensure the long-term peace and stability of the country -- the latest regulations of the executive committee that each graduate student of the corps fort will automatically join the cadet corps and be assigned to the local government after serving for two years.
The annual enrollment quota of the four forts of the Corps is also 1,000 people, including orphans collected from various sources, as well as nationals born on the east coast, about half of each. Because it has only been two years since the official and stable enrollment has been completed, the number of students is not very large at present, and the age is generally relatively young, so the affairs of sentry posts and patrols inside and outside the fort are basically entrusted to the militia units that take turns to be on duty, and this situation will probably continue for a few years, until the age of the first batch of cadets is generally over 16 years old.
There are some self-reserved land around the four forts of the Corps, which are not small in area, but they are mostly barren. This is reserved for the collective labor of the cadets in the future, and it is also the best way to cultivate their hard-working spirit and collective cooperation ability. Next to the self-reserved land, there are two small villages about a row, each with dozens of households, all of which are second- and third-generation nationals who have immigrated from the core areas of the mainland, and of course there are a few non-national laborers who have become regulars, but not too many.
The existence of these small villages is mainly to provide all kinds of food for the students, faculty and staff of the four forts of the Corps, after all, the cost of long-distance transportation from other places is too high, and it is best to solve it locally. Of course, in the future, when the population of these villages grows and the number of villages increases, the meaning of their existence will change, that is, these villages will become the basis for the easterners to continue their northward advance along the fertile central valley, and to fund one East coast pioneer after another to go north in search of land for them and future generations.
Compare it when the East Coast Republic was created, which of the first fort of the Corps and the second fort of the Corps was not built on a barren land? Now those places have become the anointment of the country, which is the result of the joint efforts of the vast number of pioneers and the graduates of the Corps Fort. In this sense, we can somewhat understand the significance of the high-level establishment of the four forts of the Corps in the wild and remote southern Chile region: once the expansion is here in the future, not only will there be a logistics food base, the population will be migrated from the outside world, and even the cadres and professionals in this construction area will be complete, and this efficiency will naturally be very high!
Of course, there is more than just a corps and four forts of educational institutions here. Due to the abundance of local timber and stone resources, an architecture school jointly built by the District Administration and the East Coast Building Materials Company is also being built on the outskirts of the Corps Fort. The school is expected to enroll 100 students, and the learning content includes how to log, quarry, and post-processing, especially how to use machine tools for processing, which is very valuable.
Today, more and more workers on the East Coast are realizing that knowledge is wealth. Therefore, they began to consciously learn all kinds of knowledge, the word recognition less to learn basic cultural knowledge, the literate to learn a little deeper, in short, we are no longer the previous ignorant state, decades of industrial development process tells everyone that knowledge is wealth, knowledge can change fate.
Business owners are also very satisfied with the workers' motivation to learn, because it can obviously improve production efficiency, improve product quality, and reduce the damage caused to expensive machinery and equipment due to lack of knowledge. They always want every worker in the company to have some unique skills, or even become some technical masters, so that even if they leave their company in the future to find another job, they can at least use them for a while, right?
Although there are also some people who think that the demands of workers will become "strange" after learning too much knowledge, they would rather these people spend their lives in a mess, taking ordinary wages, and working for them ordinarily, rather than these people being people with excellent skills but full of "strange thoughts". However, the voice of such people does not seem to be loud enough at present, and the republic with the rapid development of various industries has many opportunities, and the country is in a clear upward period, and the demand for talent is great, so people are more willing to see workers who have learned more knowledge all over the country.
About half of the students recruited by the architecture school are young people, and half are middle-aged uncles. Most of them were workers from the former "Southern Railway" timber processing factories on Toyoya Island, and this time they were selected to come to this school to study, and after graduation, they will also settle down on the spot and work on this newly developed land, continue to work in their old professions, and play their role in local construction.
There is a condition for these experienced workers to enter the school, that is, they must have a primary school diploma, or have primary school academic ability after assessment, otherwise it is impossible to be recruited. The reason why such a threshold is set is because the people of the East Coast have found that the development of industry to this stage has higher and higher requirements for the quality of workers, requiring them to have simple mathematical knowledge, be able to repair machine tools, and be able to read and write, which must require them to undergo a complete basic education, otherwise it is impossible to keep up - of course, we do not deny that there are no talents or even geniuses among illiterate workers, but if they are not willing to go to special night schools to make up for the shortcomings of basic education, they are destined to have too many upward prospects. At best, you can only be a skilled craftsman.
Similar schools are particularly abundant on the East Coast, but the number of architecture schools seems to be the largest, which may be closely related to the current economic situation on the East Coast, after all, the nickname "Big Job" has not been for nothing for decades. In the case of engineering projects everywhere, it is reasonable that there is a greater demand for construction talents.
At the end of last year, officials from the Ministry of Education shouted the slogan of building a vocational school in each county at a national education work conference. They believe that at a time when the economy on the east coast is developing rapidly, counties should vigorously train talents in specialized occupations so that they can be used in local construction. They stressed that it is best for all localities to take into account their own realities and not to be too ambitious, and to simply set up agricultural schools, forestry schools, fishery schools, and so on without any industrial foundation.
To be honest, this request of the Ministry of Education is still annoying to everyone. Guyin, everyone is still busy popularizing the basic education of primary schools in the county, the slogan of one county and one junior high school has only passed for a long time, and now there is another vocational school, isn't this nonsense? Is it true that everyone's money can't be spent? Perhaps the coastal counties with high economic income can still afford it, but what about the inland counties with average or poor economic conditions? You must know that many purely agricultural counties have been exhausted just to popularize primary education, and the construction of junior high schools is still in the stage of gritting their teeth and accumulating.
Therefore, naturally, the words of the old men of the Ministry of Education were selectively ignored by the people below. On the surface, they could not directly resist the orders of their superiors, so they could only passively handle it, and give priority to the use of education funds to ensure the salaries, benefits, and bonuses of primary school teachers and staff in the county, to ensure the procurement of teaching aids, to ensure the repair of school buildings, and to ensure the adequacy of funds for various extracurricular activities (generally labor).
In addition, the construction and maintenance costs of the junior high school, which is a landmark project in the county - the poor places find a way to build one, and the rich places have two or three or even more - must also be a little eyebrow-raising. You must know that in the East Coast Republic of China, junior high school is not included in the scope of compulsory education, which means that if you want to continue your studies after graduating from primary school, you must pay a certain amount of tuition fees to enter junior high school, provided that you can pass the entrance exam.
Due to some traditional beliefs, many people on the East Coast would rather find a job than pay for schooling, because they feel that a primary school diploma is sufficient, and further study is "wasteful" and completely unnecessary. And this is still an urban child, if it is a rural child, then go home directly to farm, I believe that if it is not forced by the government, they will not even want to go to primary school. Therefore, in order to attract the majority of primary school graduates to enter junior high school for "further study", it is obvious that the admission fee of this junior high school cannot be set very high, and it can even be said that it is relatively low. However, the school's expenses are solid, and this gap can only be made up by local finances, and the Ministry of Education almost does not contribute much money anyway, and even if there is, it is very little.
At present, the authorities are demanding that all localities set up vocational schools on a large scale, and this will certainly lead to local resistance. I can't say it, but in the end, I made a perfunctory house, recruited a few old farmers, old carpenters, old bricklayers, and even musicians and painters, and randomly got some students to listen to the class, and I was fooled.
The schools that really set up architecture schools and enrolled 100 students in the four forts of the Corps really stand out among many newly developed poor counties, and most of the schools that are really engaged in these are some large state-owned factories, and the quality of their factory-run schools is quite good, and the students they teach are mainly digested internally.
Of course, the architecture school in the four townships of the XPCC is actually a joint project of the Ministry of Education and the southern Chilean region, and has nothing to do with the local government at the county level (not to mention the fact that there is no county here), so it cannot be said that the local officials attach great importance to education. They should now be more focused on building places and dealing with the Spaniards.
Only when local construction is completed, when the economy gradually improves, and when government revenues increase by a large margin, will all kinds of education be able to be rolled out in an all-round way. At that time, if you dig deep for a while, I believe that there will be a talent blowout period, which is undoubtedly proven many times in the eastern coastal areas.
In addition to the education system other than primary school, junior high school, and vocational school, the East Coast people have actually been building for many years, such as Qingdao Luqiao School, Dayuhe Youth Cadre School, Qingdao Finance and Accounting College, Capital Medical School, Customs School, Law Secondary College, West Lake Agricultural Technical School, Ping An Metallurgical Secondary College and other schools, not to mention, the development of these years is not bad, and a large number of talents have been cultivated, many of which have now become the backbone of society.
In addition to this, the large-scale promotion of high schools is now also on the agenda. In other words, the situation that there were only two high schools in the country (respectively the high school affiliated to the Academy of Natural Sciences and the High School affiliated to the Academy of Engineering) will become a thing of the past, and the Ministry of Education proposed a plan to build eight new high schools in the country within one year at the beginning of last year, and it is now basically completed. In the next step, they plan to build more high schools this year, recruit more students, and train more people of insight.
Students who have graduated from high school may not be as good as those who graduated from secondary school in some professional skills, but they have more solid basic knowledge and more in-depth learning, and they will be more comfortable when they enter scientific research institutions such as the Academy of Natural Sciences, the Institute of Engineering Technology, the Southern Railway Medical Research Institute, the Railway Technology Research Institute, and the Chemical Research Institute in the future.
When junior high schools are all popular, and the number of high schools is increasing, colleges and universities will naturally come into being. In fact, these are complementary things and are indispensable. Of course, then again, in this situation where the popularization of junior high school is still so difficult, the popularization of high school is even more far away, there is no shortcut to this, you can only invest and accumulate year after year, and then you can have a harvest. Prior to this, the existence of various research institutes and research institutes actually served as the educational function of such a university, and the students in it studied with the master while helping to do research, and jointly promoted the progress of science and technology on the east coast.
