The BMW-802 series is 18-cylinder large-displacement air-cooled, while the turbocharger has been fully matured after years of research. On top of that, rare metals for engines and turbochargers are now in abundant supply, and high-octane jet gasoline is now very easy to produce thanks to the arrival of large oil fields in the Middle East.
Non-ferrous metals and high-grade gasoline can be used lavishly, and it is certainly not too difficult to create a long-range aircraft like the ME-264. Therefore, the 40-year-old project was completed in May '42, and production began at the BF-FK Aviation Complex plant in Baltic in June. To this day, there is a squadron of 12 ME-264s in service with the Luftwaffe.
However, it is nonsense to use 12 or 24 ME-264s to bomb Leningrad, and it is difficult to flatten a large city like Leningrad for several years unless a nuclear bomb is used.
As for the bombardment with the French artillery division, it is even more impossible, there are so many places that those French artillery are needed to bombard, and it is simply not Leningrad's turn.
