Volume 4 Arms Empire Chapter 19 The Cornerstone of Security

In addition to the development plan of the three services, Pan Yunsheng also sent a copy of the "National Strategic Defense Development Plan" jointly written by the National Defense General Staff and the Military Intelligence Bureau. Compared with the development plan of the military branches, this report is not only more important, but also more "high-end".

"National strategic defense" is not a new concept, it was born during the Cold War between the United States and the Soviet Union.

The key idea of strategic defense is to intercept the enemy's strategic ballistic missiles and other strategic weapons by various means, so as to provide absolute security for the homeland.

The "Star Wars" program, as it is known to the world, is a typical "national strategic defense" program.

After the end of the Cold War, Clinton came to power and downgraded the "Star Wars" program during the Reagan era to the "National Missile Defense Program" and the "Theater Missile Defense Program," which were derived from NMD and TMD respectively. During the administration of George W. Bush, TMD was excluded from the "national strategic defense" and went all out to develop NMDD and launched many new concept weapons, such as ABL (Airborne Tactical Laser Weapon System).

At the end of the 2c era, the republic also launched the "National Strategic Defense" program.

Before Ji Youguo came to power, the "national strategic defense" was mainly concentrated in the tactical field and did not have a real strategic defense capability.

In 20111, Ji Youguo adopted Peng Maobang's suggestion and divided the "national strategic defense" into three phases.

The main task of the first stage is to cover major cities and strategic points with long-range air defense systems, initially possess the combat capability to intercept tactical ballistic missiles with a range of less than 1,500 kilometers, and provide the most basic strategic defense for major cities and strategic points.

By the beginning of 20177, the tasks at this stage were largely completed.

In Beijing, Shanghai, Guangzhou, Nanjing, Wuhan, Chongqing, Chengdu, Xi'an, Shenyang and other major cities. As well as strategic command centers, strategic weapons reserve warehouses, and strategic counterattack force stations, anti-missile air defense systems with the "Red Flag" series of long-range air defense missiles as the main ground are deployed.

Apparently. The first stage of ground defense is not very high.

If by the standards of Western countries. The second stage of planning can be called "national strategic defense".

According to the original plan. In addition to increasing the ground interception capability of ballistic missiles from 1,500 km to 2,500 km in the first phase, the second phase is to target India's Agni series of ballistic missiles. Ground-based anti-missile systems capable of intercepting ground-based strategic ballistic missiles with a range of more than 5,000 kilometers will also be deployed in the northeast and southwest directions. In 2015. The General Staff made adjustments to the content of the plan. Air-based and sea-based missile interception systems have been added.

Minor changes. As a result, the second phase of strategic defense planning has undergone a fundamental change.

The air-based missile interception system is similar in nature to the American ABL. That is, the airborne high-energy laser is used to intercept the ground-based ballistic missile in the boosted ascent stage. Complete defensive operations outside the country. Initially, sea-based missile interception systems were still dominated by extraatmospheric kinetic interception missiles. By the end of 2016, it will be dominated by shipborne high-energy lasers.

At the heart of both interception systems is a "high-energy laser".

It does look very similar to the ABL in the United States. In fact, there is an essential difference between the two.

The core of the ABL is a high-energy chemical laser, while the core of the republic's GLZ is a high-energy power laser.

After the Fourth Indo-Pakistani War, Ji Youguo personally made instructions, demanding that the development of high-energy power lasers be accelerated at all costs, and strive to complete the first prototype within three years. In fact, it only took one year for a research institute in Xi'an, which was in charge of the project, to build the first prototype.

There are three key equipment for high-energy power lasers, one is a 12-stage composite battery, the other is an ultra-high current pulse generator, and the third is a high-precision optical lens.

If "Longxiang battery" is a high-quality composite battery, then 12-level composite battery is rare.

From 20133, the composite battery was put into production, and by the end of 2016, the 12-stage composite battery was only produced less than 150 kg!

In order to speed up the development progress of high-energy power lasers, all 15c kg 12-stage composite batteries were provided to the research unit.

Although the production of 12-stage composite batteries has increased several times after the adoption of the new process, the 12-stage composite battery is still the most expensive "product" in the world until a more efficient production method is found in the physics experiment center.

Relatively speaking, the development of the latter two key equipment is much simpler.

When conducting theoretical research, researchers proposed a solution to the insufficient output of 12 composite batteries, that is, to equip the carrier aircraft with a high-power generator to charge the composite battery in time. In this case, according to the tactical criteria proposed by the General Staff, that is, in the case of intercepting at least 5 targets on a single full charge, only 120 kg of class 12 composite batteries are needed for one carrier aircraft.

At the beginning of 2c177, Ji Youguo almost approved the project to enter the engineering test stage.

As a result, in three imitation combat tests in early January, the output power of the ground high-energy power laser equipped with a 150-kilogram 12-stage composite battery failed to reach the 1 watt required to destroy the target!

Summing up the reasons, the engineers found out that there was a problem with the intelligence provided by the Military Intelligence Agency!

The American ABL needs more than 50 grams of chemical fuel to destroy a target, at least more than 150 kilograms!

according to

According to the data, the engineers finally calculated that in order to destroy missile-type targets, the output power of the laser must reach at least 30 megawatts. Even by increasing the amount of composite batteries, at least 16-grade composite batteries must be used.

At that time, there was no production of grade 16 composite batteries.

The highest grade composite battery manufactured by the Physics Experiment Center in the laboratory is only 1!

After suspending the engineering test work, Ji Youguo issued a new instruction at the end of January to speed up the research and development progress of higher-grade composite batteries, and strive to come up with samples of 16-level composite batteries as soon as possible to prepare for production.

Scientific research is determined by the will of the leader.

According to the most optimistic estimates, the Physics Experiment Center can get a 16-level composite battery by the end of 20177 at the earliest, and it is very good that it can be put into industrial production by the end of 20199.

In this case, the General Staff returned the sea-based interception system to its original development direction.

The 16-level composite battery can't be built, the air-based one is useless, and the sea-based high-energy laser interception system is still useless.

Due to the postponement of the second phase of development, the Ministry of National Defense, which took over the "national strategic defense" plan from the General Staff in accordance with the military reform plan, adjusted the objectives of the third stage.

According to the original plan, the main goal of the third stage is to create a comprehensive strategic defense system with the "space-based interception system" as the core. To this end, at the end of 2015, under the name of the Military Intelligence Agency, a reconnaissance satellite codenamed "Fengyun-113" was launched. A low-power laser is installed on the satellite to test the deflection and interference of the laser as it enters the atmosphere.

After the adjustment, the goals of the third stage will be gradually completed in the two stages of "three reductions" and "three pluses".

The main goal of the "three reductions" phase is to improve the land-based and sea-based "extra-atmospheric kinetic energy interception systems", and strive to deploy 50 "land-based extra-atmospheric kinetic energy interception missiles" in each of the four strategic directions of the northeast, southeast, southwest, and northwest by 2025, and 16 "sea-based extra-atmospheric kinetic energy interception missiles" on each of the eight air defense cruisers, so as to initially have an all-round "national strategic defense" capability.

The main goal of the "three plus" phase is to build a "space-based energy weapon interception system" on the basis of the results of the second phase. In 20117, the relevant research funds invested in research units such as the Physics Experiment Center will be doubled, and the annual research funds will be increased by 25% in the next 1 year, and all relevant research will be completed by 2027, so that the composite batteries of 16 or higher levels will be mass-produced, and in-depth research will be carried out in the fields of high-energy laser weapons, particle beam weapons, and electromagnetic weapons.

According to the plan, by around 2030, the republic will have a real "national strategic defense" capability.

Obviously, this report, which was led by the Ministry of National Defense, is not only more objective and pragmatic, but also adjusts the development plan formulated by the former General Staff and adds more new concept weapons.

If all the objectives of the "three plus" phase can be achieved, the final result will definitely exceed the original plan.

As with the development plan of the three services, the main bottleneck of the "national strategic defense plan" is still the composite battery.

After reading this report, Ji Youguo also felt a lot.

During the Fourth Indo-Pakistani War, Ji Youguo withstood the pressure of the military at the last moment and made the decision not to recover southern Tibet for the time being, the key reason being that the Republic was unable to resist India's strategic attack.

Although the republic has the absolute strength to drive India back to the Stone Age, and even turn the Indian peninsula into a "no man's land", the republic cannot "die together" with India. Even a few cities would be hit with nuclear weapons, and the development of the republic would be dealt a fatal blow. Until the issue of "aging" is resolved, development comes to a standstill, which will only darken the future of the republic.

Suppose that if the Republic were able to keep India's strategic missiles out of the country, would the Kiyo Congress be soft-handed?

After the Fourth Indo-Pakistani War, Ji Youguo spared no effort to promote the "National Strategic Defense Plan", hoping to establish a defense system as soon as possible that would be sufficient to resist the strategic attacks of all countries except the United States and Russia, so that the Republic would no longer be coerced by "rogue states".

Now it seems that not to mention during Zhao Rundong's tenure, I am afraid that it will be difficult for Ji Youguo to achieve it in his lifetime.

Ji Youguo is not a person who does not have "patience", otherwise he would not have waited after 20105.

It's just that thinking of the grim situation in the future, Ji Youguo can't feel at ease at all.

A global financial crisis will inevitably turn into an economic crisis that will sweep the world. Fundamentally, the economic crisis is caused by uneven distribution, consumption not keeping up with production, and a large "surplus" of products. The most effective solution to the economic crisis is not government policy, nor civil forces, but war.

A large-scale war can consume all the world's "inadequate" supplies.

When the economic crisis develops to a certain extent, no one can prevent the coming of the war, and the republics that perform best in the economic crisis will bear the brunt of the impact.

Unable to effectively defend its homeland, will the Republic be able to achieve ultimate victory?

Damn it**
