Volume 4 Arms Empire Chapter 23 A Strange Thing

On February 13, the 13th Plenary Session of the Communist Party of China was held in Beijing......

Thousands of delegates from all over the country will review the government's 2016 work report within half a month, listen to the state of the nation address of the national leader, review the 17-year budget, and vote to pass a number of laws and regulations.

At 8:30 a.m., Ji Youguo first made a report on the work of the government.

Compared with previous years' government work reports, this report is quite brief, focusing on the ongoing financial crisis, in addition to introducing the republic's recovery of the Diaoyu Islands after the East China Sea War. Relatively speaking, Ji Youguo did not explain much about the economic and social construction achievements of the Republic in 20166.

Next, Pang Xinglong made a detailed report on the work of the State Council.

Compared with Ji Youguo's government work report, Pang Xinglong paid more attention to the work of the State Council in the past year. Compared with previous years of the State Council's work report, Pang Xinglong's report time this time was extended by nearly three hours, and most of the time was used to introduce the details of the fiscal expenditure in 2016, and even explained the use of each financial fund.

To the shock of the delegates attending the congress, the State Department provided a very detailed list of financial expenditures!

As early as 2009, some delegates suggested that the State Council must publish a detailed list of fiscal expenditures, making clear the details of where each cent of tax revenue goes. In 2012, some deputies also proposed that the State Council should be required to publish financial expenditures on time in the form of legislation and give an account to the people of the whole country.

Relevant proposals have been made every year, but they have not been implemented.

This time, another group of deputies were about to put forward a similar bill, but before the deputies could put it forward, the State Council took the initiative to make public the state of financial expenditures.

This change immediately attracted a lot of attention. The domestic news media also immediately made a key report.

The State Council has taken the initiative to announce the state of fiscal expenditures. Does it mean that Ji Youguo is ready to "take the knife" against the central government?

Besides. The details of local fiscal revenues and expenditures announced by the State Council are also of great concern.

In 20166. The central government's local tax revenue is only 91,674. a decrease of 487% compared with 1c768.9 billion yuan in 2015; Other non-tax income 46542. 30,095% higher than the 36,548 in 2015; The total revenue of the central government was 1.6 billion yuan. This is an increase of 65% from 100 million yuan in 2015.

Tax revenues are decreasing. The main reason is that the state has reduced the amount of business tax for private enterprises and consumption tax for consumers. The proportion of value-added tax in circulation has been reduced. The domestic economy, especially the manufacturing industry, has declined due to the impact of the financial crisis and the war in the East China Sea. It is also an important reason for the decrease in tax revenue.

Other non-tax revenues increased. It's not the state that sells more land. Nor is it the soaring performance of state-owned enterprises. Rather, it ended at the end of September 20166 in the storm of local integrity. In total, the central government confiscated illegal gains from 121764 land. Deduct this part. On the contrary, the actual non-tax revenue was 3,220% lower than in 2015.

The decline in real incomes indicates that the national economy has been affected by the financial crisis.

Spending is easier to feel than income.

Of the total 2382166 billion yuan of fiscal revenue, excluding the 214.7 billion yuan directly and indirectly invested in the East China Sea War, the central government's expenditure was 196452, leaving only 396177 billion yuan, or a surplus, of 1,663 percent.

It can be seen from this that the actual expenditure of the central government is actually much larger than the tax revenue and the actual non-tax revenue.

Among the 196452 expenditures, the rigid expenditure was 948211 billion yuan, of which 1c648 was spent on military spending, 9,261.1 billion yuan for universal medical security, 1,742.9 billion yuan for national social welfare, 1.1 billion yuan for education and scientific research, 29,173 for the maintenance of social and public infrastructure, 13,278 for infrastructure construction, and 360.9 billion yuan for others, which was not much different from the 94,800 yuan requested in the 20166 budget. Non-rigid expenditure was 97,884, of which 3,982.7 billion yuan was spent on administrative expenses of the central government, 211768 subsidies for public utilities, 16,374 subsidies for state-owned enterprises, 11,572 yuan for additional daily administrative expenditures, and 834.3 billion yuan for others, which was reduced from the 98,000 requested in the 20166 budget. In addition to rigid and non-rigid expenses, other expenses were 374.7 billion yuan.

The "bills" handed over by the premier of the State Council are indeed shocking, and several of them are of particular concern to the people.

Rigid spending is basically related to the national base, and the problem is not very big. The relationship between non-rigid expenditure and administrative management is more obvious and has attracted more attention.

Of the 3,982.7 billion yuan of central administrative expenses, the expenses of permanent foreign affairs agencies, diplomatic activities, the salaries of civil servants in the administrative departments, and the daily maintenance expenses of the administrative departments are all considered normal, but one of the "administrative expenses" of 427.7 billion yuan has puzzled many people.

Subsidies for public utilities are mainly used for electricity, urban water supply, urban sanitation, urban public transportation, nature reserve maintenance, waterway and traffic maintenance, etc., except for the hotly discussed "excessive wage level of electric power and other public institutions", other points have been recognized.

The reversal caused by subsidies in state-owned enterprises is even greater. The subsidy funds invested in state-owned enterprises such as petroleum, petrochemical, telecommunications, and electric power alone reached 1.9 billion yuan. As we all know, these state-monopolized industries have achieved good results in 20166

The oil industry made a profit of 3784. Why should the state give huge subsidies

The additional daily administrative expenditure has been widely questioned by the people, because in this expenditure, the procurement and maintenance of public vehicles is as high as 1.9 billion yuan, the daily public expenditure (that is, entertainment) is 174, and the cost of government departments to go abroad for inspection is 2,219.9 billion yuan. Excluding these three parts, only 1960 was spent on daily administrative expenses!

After the transparency of government revenue and expenditure, the people made a calculation.

If "extra revenue" is not available in 20177, the central government's fiscal deficit will certainly exceed $5 trillion. If we want to reduce fiscal spending, we have to find ways to reduce government spending and use it wisely, rather than supporting a large number of officials. According to the local expenditure in 2016, if the "three public" expenses can be cut, nearly one trillion yuan can be saved, and if the maintenance and construction of social public infrastructure are reasonably planned, trillions of yuan can be saved. The sum of the two is 2 trillion yuan, which can effectively reduce the pressure on the government's finances.

This account has made more people see the real purpose of Ji Youguo asking the Premier of the State Council to announce the detailed income and expenditure situation.

The storm of clean government has just ended, and the prestige of the government in the eyes of the people and the enthusiasm of the people to support the government have reached new heights. However, the storm of clean government cannot fundamentally solve the problem, and the people hope that the central government will introduce more effective measures to safeguard the interests of the people and the land. Under such circumstances, Ji Youguo first threw out the list of revenues and expenditures of the central government, not only expressing his intention to resolutely implement government reforms to the people, but also exerting pressure on local governments.

There is no doubt that Ji Youguo will make a heavy blow at this plenary session.

In the next two days, the deputies focused on the central government's fiscal revenue and expenditure in 20166 and put forward many opinions. For example, more detailed data on revenue and expenditure will be published, details will be given to explain the situation of certain "other items", and the specific whereabouts and arrangements of the surplus of 396177 billion yuan will be disclosed.

In response to the questions raised by the deputies, Pang Xinglong answered them one by one.

Of course, Pang Xinglong could not explain to the deputies what was a top secret of the state, because of the total 1,569.9 billion yuan spent on "other projects," nearly 12,000 yuan was spent on scientific research under the "Yanhuang Plan."

During this period, Ji Youguo was interviewed by Republic TV.

When asked by a reporter why he chose to publish the details of the central government's expenditures at this time, Ji Youguo's answer was very brief: responsible to the people.

These five words contain the core idea of Ji Youguo's resolute implementation of government reform.

The government is a government of the people, a government elected by the people, and a government maintained by the people's taxes, so it serves the people and is responsible to the people!

Ji Youguodi's words also caused a sensation across the country.

The successful recovery of the Diaoyu Islands and Islands has made Ji Youguo's status and prestige in the eyes of the people incomparable. As the toughest head of state except for the founding fathers of the Republic since the founding of the Republic, Ji Youguo's foreign policy is enough to make every Chinese son and daughter feel proud and proud. The storm of clean government has made the people see Ji Youguo's resolute attitude and tough measures to rectify domestic problems, and it has also made the people believe that Ji Youguo has the ability to lead the Republic to a brighter future.

During the congress, tens of thousands of people from all over the country spontaneously went to Beijing to demand that Ji Youguo be re-elected!

People from all walks of life in the capital also launched a "joint petition campaign," and hundreds of thousands of people signed the "petition," hoping that Ji Youguo would be re-elected as the head of state of the republic.

It can be seen that Ji Youguo not only has prestige, but also is widely loved.

As for whether the National Assembly will break the "convention" and seek a third term of office, the domestic news media did not report on it under the "care" of the government, but the foreign media hyped up the matter.

Almost all Western media believe that Ji Youguo is likely to seek re-election.

The reform of the republic is in the most critical period, the adjustment of the industrial structure needs a strong leader to promote, and the major reforms such as government reform, land reform, and state-owned enterprise reform need a strong guide.

Looking at the republic, except for Ji Youguo, neither Premier Pang Xinglong nor the most likely to succeed Defense Minister (and Vice Head of State) Zhao Rundong have this ability.

Even Al Jazeera, which has always been more "gentle" towards the republic, believes that even if Ji Youguo does not seek re-election, he will continue to exert influence after leaving office and become the "shadow head" of the republic.

During this period, Western TV stations even surpassed domestic TV stations in domestic ratings.

Obviously, the vast majority of the people want Ji Youguo to be re-elected.

As a "party concerned", Ji Youguo remained uncharacteristically silent, and in an interview with Western journalists, he did not answer any questions related to "re-election".

Judging from the situation at the time, the only reason for Ji Youguo's silence was to maintain domestic stability.

Domestic television did not report on this, and did not want the "re-election issue" to have a negative impact on the new government.

It can be seen from this that Ji Youguo has already made a decision on whether or not to be re-elected.

With Ji Youguo's character, no one can make him change his decision.

Speculation and rumors will eventually be clarified, and with the conclusion of the plenary congress's review of the central government's fiscal revenue and expenditure for 2016, the agenda has entered the second stage, and the answer to whether Ji Youguo is seeking re-election is one step closer.

Damn it**
