Since China has no ships available for modification, this exception is changed to allow it to retain four rebuilt heavy cruisers, continue to use 8.27-inch (210mm) naval guns on cruisers, and allow China and France to continue to use 6.1-inch (155mm) naval guns, but also abide by the clause that the total number of ships (over 152mm) shall not exceed 10.
