Chapter 369: Strategic Adjustment
Yang Zhen believed that under the circumstance that the battle had ended and the situation in the entire North China battlefield had undergone fundamental changes, it was time to readjust the entire strategic area. His troops that are still in the north of Jinbei should also withdraw to the northeast for rest and replenishment under the premise that they have achieved the purpose of launching this battle that they had set at the beginning.
The central authorities also took into account the changes in the entire situation in the North China battlefield after the war, which was completely different from before the war. He also agreed to Yang Zhen's request and decided to take advantage of the current opportunity in terms of transportation comparison to summon all the chiefs of several strategic areas involved back to Yan'an for a meeting.
At present, the headquarters of the deputy commander-in-chief is in the territory of the Jin-Cha-Ji Beiyue District, which is close to northern Shanxi. The headquarters of the advance army is in Zhangjiakou, which has both railways and airports with Jining and Datong. To get to Yan'an, you don't have to go through countless Japanese blockade lines as in the past. Obviously, the two-day itinerary can only be stretched to half a month, or even a month.
This time, after receiving a notice from the central authorities to return to Yan'an for a meeting, the deputy commander-in-chief and the acting commander of the Taihang Military Region, the commander and political commissar of the Taiyue Military Region, who had arrived from southeast Shanxi. In Datong, he directly boarded a British-made light transport plane of the Anti-Japanese Union and arrived in Yan'an in more than three hours. On the way to the Northeast, Yang Zhen landed directly in Zhangjiakou and took the two CEOs who advanced to Yan'an.
This meeting was almost the shortest time required for the central authorities to convene a regional meeting after the July 7 Incident. In all the major strategic regions of the country, in addition to Shandong and the departments of the New Fourth Army, almost all the military and political chiefs in the most important strategic areas in North China have been present.
After holding a five-day meeting, after several consultations, the ownership of the newly liberated areas such as northern Shanxi, Suiyuan, and southern Chanan was finally finalized. The newly liberated areas in North China are bounded by the Jining section of the Tongpu Railway and the Pingsui Railway. The west of Tongpu Road and Pingsui Road includes Suiyuan and the northwest of Shanxi, and belongs to the jurisdiction of Jinsui Military Region. The area east of Pingsui Road and Tongpu Road, including Chahar, belongs to the Shanxi-Chahar-Hebei Military Region.
At the same time, in consideration of the fact that during the Japanese army's sweep last year, when the strategic areas were counter-sweeping, there was a general lack of coordinated operations between various military subdivisions or military regions. At Yang Zhen's suggestion, the central government decided to re-divide several strategic zones. All major regions have increased the number of second-level military districts and formed a first-level structure of actual columns, so as to unify and coordinate the operations within the areas under the jurisdiction of the troops.
The Jinsui Military Region was reorganized and two new second-level military regions were established. Based on the original Daqingshan guerrilla detachment, plus some troops that remained in Suiyuan before the main force of the Jinsui Military Region returned, the Suimeng Military Region was formed. On the basis of the existing troops in the northwest of Shanxi Province and various military subdivisions, the new Luliang Military Region was formed.
With the Inner Great Wall as the boundary, the area in the north including several counties in the northwest of Shanxi, plus the southern and eastern parts of Suiyuan except Baotou is the jurisdiction of the Suimeng Military Region. However, in order to increase the strength of the Suimeng Military Region, a brigade was transferred from the northwest of Shanxi, and the two regiments in the original Hebei Province were transferred to the Suimeng Military Region.
The former Daqingshan guerrilla detachment was reorganized into the first sub-district in Suizhong, the second sub-district in eastern and southern Sui, and the third sub-district in several counties in northern Shanxi. The military district is directly subordinate to an infantry brigade, a cavalry regiment, as well as an automobile battalion and an artillery regiment. Except for one sub-division, which has two formed regiments and one shelf regiment, the rest of the sub-divisions have one formed regiment and two backbone regiments.
The area south of the Great Wall in the original Jinsui Military Region was unified into the Luliang Military Region. It consists of two military divisions, plus a main brigade directly under it. The newly established command structure of the Jinsui Military Region will be held by the former command organ of the Jinsui Military Region, and no changes will be made. The military district is directly subordinate to two field brigades and two artillery regiments.
The specific organization of the two second-level military regions will be decided after consultation between the central authorities and Jinsui. The local government of the new district is composed of personnel drawn from the government of the Jinsui border district. In the area under the jurisdiction of the Suimeng Military Region, a new Suimeng Working Committee was established. The original local government in the northwest of Shanxi Province was replaced by the newly established Northwest Shanxi Commissioner's Office.
The area east of Tongpu Road, including the area east of the Beijing-Sui Railway, was placed under the command of the Shanxi-Chahar-Hebei Military Region. The Shanxi-Chahar-Hebei Military Region was established on the basis of the existing jurisdiction, plus the entire newly liberated Chahar and eastern Hebei, as well as several counties east of the Tongpu Railway in northern Shanxi, and established two second-level military regions, the Hebei-Shanxi Military Region and the Jicha Military Region.
The original 2nd Division, 4th Division, 1st Division 3, and Beiyue District of Shanxi-Chahar-Hebei, plus the area west of Datong in Shanxi, were assigned to the Hebei-Shanxi Military Region, which was responsible for commanding the former Shanxi-Chahar-Hebei Military Region north of Zhengtai Road. Pingxi, Pingbei, and the First Sub-district, the new district of Chahar Province, and the former Jizhong Military Region form the Jicha Military Region, which unites the troops of Pingxi, Pingbei, and the entire Chahar Province.
In view of the fact that most of the Jidong Military Region has been lost in the brutal sweep of the Japanese army last year, and the local armed forces have lost their embers, the main force can only retain one formed regiment and a small regiment of arms. For the time being, there is no need for military districts. The establishment of the Eastern Hebei Military Region was abolished and changed to the Eastern Hebei Military Subdivision directly under the command of the Shanxi-Chahar-Hebei Military Region.
The Taihang Military Region was renamed the Shanxi-Hebei-Shandong-Henan Military Region, and the former Taiyue, Taihang, Southern Hebei, and Hebei-Shandong-Henan Military Regions were all included in the new Shanxi-Hebei-Shandong-Henan Military Region. The three military regions of Taiyue, Taihang, Southern Hebei, and Hebei-Shandong-Henan have all been changed into second-level military regions under the new Shanxi-Hebei-Shandong-Henan Military Region.
The command authority of several major military regions located in the areas bordering the New Fourth Army and the major strategic regions in North China has been thoroughly clarified. The Southern Hebei Military Region and the Hebei-Shandong-Henan Military Region, which had actually operated independently, were formally merged into the newly established Shanxi-Hebei-Shandong-Henan Military Region, and the command authority was thoroughly straightened out.
At the meeting, the central authorities did not agree to the proposal to merge Taiyue with the Taihang Military Region, but still held that judging from the overall situation in the Shanxi battlefield, it would be better for the Taiyue Military Region to be an independent military region. The vast area between the Baijin Railway and the Tongpu Railway was taken as the combat area, and the camera developed in the direction of Zhongtiao Mountain.
The newly established Shanxi-Hebei-Shandong-Henan Military Region unified the command of the armed forces of the southeastern Shanxi, the southern part of Hebei, and the major regions at the junction of Hebei and Henan. Although it is located in the southern part of the entire North China battlefield, it is actually located in the center of the national war situation. The area connects Shandong in the east, Jinsui in the west, and looks down on the Central Plains in the south, which can echo with the New Fourth Army in northern Jiangsu and respond to Shanxi, Chahar and Hebei in the north, and its strategic position is extremely important.
The merging of the original three major areas of this area has led to a considerable increase in the strategic maneuver areas and strategic depth of several military regions that were originally scattered activities. To a considerable extent, it is also possible to effectively mobilize the human, material, and financial resources of several large regions that were originally relatively scattered. No matter which direction the Japanese army launched a sweep, it was also more capable of coping.
However, in order to facilitate command, the former Hebei-Shandong-Henan Military Region was located in the 3rd Luxi Division, and the formed military region was assigned to the Shandong Military Region. The strategically located Shuidong region on the Henan-Shandong border will be upgraded to the new Hebei-Shandong-Henan three sub-districts. The meeting first resolved the adjustment of the military structure, and the local political power will make adjustments in the next step.
All the units that had been incorporated into the main forces of the Jin-Cha-Ji and Taiyue Military Regions were transferred back to the Jin-Cha-Ji Military Region and the new Shanxi-Hebei-Shandong-Henan Military Region. The original left-behind troops were replaced and entered the northeast for training. At present, the troops of the Hebei-Shandong-Henan and Southern Hebei Military Regions, as well as the main force of the former Jizhong Military Region, are not returning to their original formations, but are being transferred to the northeast for rectification and training.
However, according to Yang Zhen's meaning, the second-level military regions cannot localize all the main forces. In addition to being assigned to the divisional armed forces, the military region should retain at least three regimental units in its hands. In the hands of the major strategic zones, it is also necessary to retain at least two to three brigades of fully formed units, as well as most of the artillery.
In particular, the main forces of the former advance army that have returned to the Shanxi-Chahar-Hebei and Shanxi-Hebei-Shandong-Henan Military Regions must not be broken up and transferred to the local armed forces. All these units have undergone rigorous training and have been brutally tested in actual combat. After returning, it should be used as a backbone unit, a fist unit.
Efforts should be made to adopt a point-by-point approach and to train the forces in the northeast through the training of these troops. It is necessary to close the gap between the main forces and the local armed forces, lay a good foundation for the expansion of the troops, and prepare for a large-scale counteroffensive in the future. At the same time, it is suggested that all second-level military regions should transfer a group of experienced military and political cadres to form a group of shelf regiments.
Taking advantage of the favorable conditions of the current all-round contraction of the Japanese army in North China, under the cover of the armed engineering corps and local armed forces, they went to the enemy-occupied areas and strove to expand a number of troops. Yang Zhen's two proposals, which are not so much suggestions as requirements, have been supported by everyone. In particular, the two veterans who advanced into the army resolutely expressed their support.
The central authorities have basically accepted all of these proposals. However, considering that the Jinsui Military Region currently has insufficient troops, it is difficult to support such a large jurisdiction. The central government hopes that the Anti-Japanese Federation will leave two divisions of the troops originally deployed in northern Shanxi and cooperate with the troops of the Jinsui Military Region to serve as the defense of northern Shanxi. The shortfall in these two divisions due to the previous operations was replenished by the Central Committee, Jinsui, and Jinchaji.
For this request, Yang Zhen nodded and agreed without thinking. He also said that if the central authorities deem it necessary, the two divisions, together with their equipment, can all be assigned to the two military regions. However, his proposal was rejected by the chairman without even thinking about it. The chairman pledged to return the two divisions to their formation after one year.
After studying the general plan, Yang Zhen proposed to hand over Rehe to Jinchaji as well, because Geographically Rehe is closer to Jinchaji and connected to Chahar and northern Hebei mountains. The merging of Rehe into the Shanxi-Chahar-Hebei Military Region can enhance the operational depth and room for maneuver of the Shanxi-Chahar-Hebei Military Region and increase the scope of activities of the Shanxi-Chahar-Hebei Military Region.
At the same time, the Rehe area is located on the flank of the entire Northeast Battlefield, and it is also the link between the Northeast Anti-Japanese Federation and the Shanxi-Chahar-Hebei Military Region. By handing over Rehe to the Shanxi-Chahar-Hebei Military Region, the Anti-Japanese Federation also reduced its pressure to a certain extent and could concentrate on dealing with the Kwantung Army in the northeast battlefield.
However, because Rehe is located at the junction of the two strategic areas of Shanxi, Chahar and Northeast China, the location is extremely important. Therefore, the chairman repeatedly insisted that Rehe should still be placed under the jurisdiction of the Northeast Military Region and under the command of the Northeast Military Region and the Anti-Japanese Federation. The chairman's insistence allowed Yang Zhen to retract the original plan, and the Anti-Japanese Federation still served as the garrison on the front line of Rehe.
The central authorities have also issued orders to the remaining major strategic zones in North China, except for Shandong, to strive to provide about 100,000 recruits for the Anti-Japanese Federation within four to six months, so as to partially assist the Anti-Japanese Federation in solving the dilemma of insufficient supplementary troops, and at least assist the Anti-Japanese Federation in replenishing some of the war losses that occurred in this battle.
As the main force in this battle, the Anti-Japanese Alliance, which undertook most of the main combat tasks on the battlefield, suffered the largest casualties in this battle among several major regions participating in the battle. After this battle, the whole army did not have a complete formed division, and several divisions are now empty shelves. The division with the lightest casualties also exceeded 40 percent of the formation.
After the battle, the chairman and the boss couldn't help but gasp when they received the casualty report of the Anti-Japanese Federation. Almost half of the casualties of the entire Anti-Japanese Union were lost, and a considerable number of tanks, planes and other heavy equipment were lost. And the vast majority of the casualties paid were front-line combatants. According to this casualty figure, not to mention that none of the major strategic areas of the whole army can withstand it. Even if any war zone on the Chongqing side was changed, it would completely collapse.
