Compared with the engineering corps, which is more like a super-large institution, the construction corps, which also belongs to the "production troops," can be regarded as a special local administrative division, and the establishment of such an organization as the "Agricultural X Division" is actually very similar to that of a certain county in the locality. It's just that these "agricultural X divisions" can be transferred. And in these "peasant X divisions" there are also basic militias and ordinary militias. The latter two are the two levels of reserve in the true sense of the word. However, because the "production troops" are under militarized management and the organizational establishment is still the same as that of the troops, once mobilization begins, the militia reservists in these "production units" will form combat effectiveness faster than those in the localities.

And with the continuous expansion of the scale of the "production troops", especially the production and construction corps. Among them, the number of basic militias of the production troops, known as the "priority reserves", is also increasing. It quickly became an important link in the mobilization system of New China that cannot be ignored. In peacetime, they have made great contributions to the production and construction of the country, especially in the border areas and backward areas.

Compare with the Soviet terror of the "shadow troops" mobilization system. The separation of the railway troops, engineering troops, and production and construction corps from the combat sequence and even from the army system was expected by most Chinese, but the combat units were also greatly reduced, which was beyond the expectations of many people. Among them, about one million soldiers are transferred to the armed police force and even demobilized to become people's police, traffic police or firefighters, which can be said to be really necessary, but in addition, no less than 1 million people have been laid off, and the total strength of the Chinese army has been reduced to about 3 million, which inevitably makes Hu Weidong, the proposer of this disarmament plan, controversial.

In fact, Hu Weidong himself felt that the pace of disarmament was a bit too big, but in order to reduce the financial burden of the central government, speed up the completion of the domestic militia system, and at the same time promote the regularization of the PLA, it is better to carry out large-scale disarmament sooner rather than later. In addition, only a small number of high-level leaders of the central government, such as Taizu and Hu Weidong, knew that this major disarmament was actually done to a large extent for the Soviets, and only when they were relieved would they transfer a large number of troops from the Far East and Central Asia to reinforce the European part!

Although the Soviet Union gave China a lot of support during the Anti-Japanese War, their petty family spirit and biased attitude towards the Nanjing government made the Chinese Red Party somewhat dissatisfied, and because they thought that they had paid for the purchase and gave a lot of jishu in exchange, the Chinese did not have much gratitude for the Soviet Union's assistance in the past. There was the longest dividing line between the Soviet Union and China, and the power of the new China was growing rapidly, and it would be a terrible thing if China was hostile to the Soviet Union. The long-standing historical problems between the two countries were likely to become a time bomb buried in the relations between the two countries, which always made Stalin uneasy

For this reason, as early as the eve of the founding of the People's Republic of China, the Soviet Union sent representatives to demand that the Chinese Red Party agree to a referendum in Outer Mongolia, which had long been de facto independent, and Stalin hoped to force the Chinese to abandon Outer Mongolia while the new China was not strong enough.

Stalin naturally knew that this would seriously damage the relations between the two countries and the two parties, but because of the special geographical location of Outer Mongolia, whichever country controlled Outer Mongolia would form a huge strategic advantage over the other. Stalin was not a man who liked to pin his hopes on others, and forced China to recognize the independence of Outer Mongolia and consolidate the original strategic advantage of the Soviet Union, and let the Chinese Red Party only be honestly the second in the future, which seemed to him to be the most reliable way (to be continued......
