It is specially designed to meet the transportation needs of inland waterways in eastern Liaoning and the outer northeast. Using two high-power steam-powered boiler units, it can tow or push more than a dozen unpowered inland river deck barges at a time, and the materials transported at one time are comparable to railway transportation.
