At the federal level, the number of seats in parliament, the composition of public office and the armed forces must be strictly proportional to the population of each ethnic group.

That is, the number of Czechs in the army of the future Bohemian Confederation could not exceed 47% (including officers, non-commissioned officers and enlisted men of all ranks). Sudetenland Germans, on the other hand, could occupy 26 percent of officers, non-commissioned officers, and enlisted men's positions - many of whom were simply Stacy agents!
