Chapter 238: The FD Period

In the memories of Chen Feng's previous life. From February 19 to April 2, Chinese mainland media were silent about SARS. In March, although the epidemic in Guangdong began to ease somewhat, it was at this time that several other countries in the world began to show patients with the same symptoms. First in Hanoi, Vietnam, then in Canada, Singapore and Hong Kong. Subsequent investigations revealed that the virus was traced back to Dr. Liu Jianlun from the Second Zhongshan Hospital. Viet Nam was the first to report to the World Health Organization, which sent a warning to the world on March 12. On March 15, the World Health Organization (WHO) said that the newly named SARS found in Hong Kong had similar symptoms to the SARS epidemic in Guangdong, and confirmed that SARS in Guangdong and SARS circulating in other parts of the world were the same disease, and that the small difference between the two did not affect the definition of the disease. This made Guangdong begin to become the focus of the world's attention. By mid-to-late March, there was a large-scale outbreak of SARS in Hong Kong. In this regard, according to people familiar with the matter, the Propaganda Department of the Guangdong Provincial Party Committee issued a notice on March 14 asking local media not to report.

Guangdong has been reluctant to admit that the SARS epidemic, which later spread to the world, began in Guangdong. At a press conference on April 8, which was mainly open to foreign media, Huang Qingdao, then director of the Guangdong Provincial Department of Health, repeatedly said that "Guangdong is not necessarily the source of the disease," citing the example of AIDS cited by Zhang Wenkang, then minister of health, saying that the earliest discovery of the disease does not mean that the disease was caused by this place. Huang Qingdao also said in response to a question, "It seems that there is no scientific basis for saying that migrant workers will bring their illnesses back when they go back." At that time, SARS had already appeared in other provinces and cities in China. Later, the provinces and cities where the SARS epidemic occurred were traced and traced, and most of the sources can be traced back to Guangdong. In early May, when media reporters talked to Huang Qingdao, who had left office, on the phone. He still insisted on his previous view that Guangdong was not the source of the disease.

Zeng Jun, director of the respiratory department of the Guangzhou First People's Hospital, said frankly that although he could not be completely sure, judging from the facts known so far, at least it could not be denied that the disease originated and spread from Guangdong.

At least until the central government dismissed Zhang Wenkang, the minister of health, and Meng Xuenong, the mayor of Beijing, Guangdong Province was very lax in preventing and controlling the spread of the epidemic. At a press conference on April 8, Huang Qingdao made it clear that "May Day" is coming, tourists will continue to travel, and the spring Canton Fair scheduled to be held on April 15 will also be carried out in the same way and will not be affected.

According to the dossier provided by Kwong Wah Hospital, where Lau was staying in Hong Kong, Lau had told Dr. SΓΉ that he had started developing fever, heartbeat and breathing difficulties three days earlier. At that time, he was still in Guangzhou. Huang Zitong, vice president of the Second Zhongshan Hospital, said in a telephone interview with reporters that Liu should not be able to go abroad. Huang Zitong said that he himself was hospitalized with an infection at the time, and he did not know why Liu made the trip.

Although some prevention and quarantine measures have been proposed in the investigation report of Zhongshan, the implementation of these measures is limited to hospitals. Since Guangdong only announced the epidemic situation on February 11, no measures were taken against a large number of migrants during the Spring Festival travel period. There are more than 10 million foreigners in Guangdong. Later, it was found that during the Spring Festival, some migrant workers had brought the SARS virus back to their hometowns. The first two SARS patients in Guangxi were migrant workers who returned to their hometowns from Guangdong during the Spring Festival.

On April 2, the World Health Organization officially listed Guangdong as an epidemic area and issued a travel warning to the world not to come to Guangdong unless necessary. On April 8, a special tourist train named "Vitality Guangdong" sailed out of Guangzhou to nine provinces and regions along the Beijing-Guangzhou and Beijing-Kowloon routes to promote Guangdong's tourism products. The campaign, initiated by the Guangdong Provincial Tourism Administration, was previously advertised in the media as "the most aggressive domestic tourism promotion in Guangdong Province in recent years". The train carried 500 propagandists. The entire event lasted 10 days. The campaign was deployed as early as late March, where 88 cases were reported.

At the same time, the Canton Fair is also in full swing. At that time, due to the impact of SARS, it was already expected that there would be a significant decrease in the number of business associations attending. Many domestic exhibitors have already received faxes or phone calls from foreign customers canceling their trips to Guangzhou. During the two-week trade fair. The bustling venues of the past look particularly deserted this year. The reporter learned in the interview that the organizer hinted that if he did not come to the exhibition this year, he would lose the existing booth qualification for the next session. As a result, some exhibitors told reporters that this year's main purpose was to "cheer up". The total turnover of this year's Canton Fair was US$4.42 billion, a decrease of more than 70% from US$18.47 billion in the previous session.

However, due to the rapid spread of the epidemic in other parts of the country, especially in Beijing, the whole situation has taken a sharp turn for the worse. The central leaders demanded that all parts of the country fight the battle against SARS. The May Day holiday has been cancelled. At the end of April, Zhang Xiqin, deputy director of the China National Tourism Administration, asked travel agencies in Guangdong to stop organizing tours and advised people not to travel until the end of May. As a result, more than 600 travel agencies in Guangdong Province have indicated that they will completely stop organizing outbound tours, inbound tours, domestic tours and intra-provincial tours.

News of the outbreak of SARS in Beijing first circulated on the Internet.

In mid-March, online posts about the "SARS epidemic in Beijing" appeared one after another, some of which listed the hospitals that treated patients. Most people initially dismissed it as a rumor. Reports of SARS were concentrated in Guangdong in February this year, and have since gradually cooled down. People thought it was over.

However, on March 26, the Xinhua News Agency suddenly published a report: A spokesman for the Beijing Municipal Health Bureau said that imported atypical pneumonia in Beijing had been effectively controlled, the source of the disease had not spread to society, and no cases of primary "atypical pneumonia" had been found locally, which was the first official report on atypical pneumonia in Beijing.

The international reaction has not been as easy as the official statement. The World Economic Forum's China Business Summit, scheduled for mid-April, has been postponed, and the British Rolling Stones have cancelled their plans to sing in Beijing, for a self-evident reason: to avoid SARS.

Since March 15, the World Health Organization has issued a global epidemic notification on a daily basis. It was on March 26, the day the Beijing Health Bureau issued a statement. The World Health Organization confirmed that the SARS epidemic in Guangzhou is the SARS that is now raging around the world. The following day, the World Health Organization announced that Beijing had been designated as an epidemic area.

On April 2, Minister of Health Zhang Wenkang gave an exclusive interview to CCTV to disclose the epidemic situation in China for the first time: "As of March 31, there were a total of 1,190 cases in mainland China, and now 934 cases have been discharged and 46 have died. ”

Then Zhang Wenkang was interviewed by a Xinhua News Agency reporter, revealing that as of March 31, 12 imported cases had been found in Beijing, and the Beijing Municipal Health Administration Department had taken timely measures, and the pathogen had not spread to the society, and no primary cases had been found. With regard to the perception of the source of the disease, he believed that the cause of SARS had not yet been conclusively identified, so it was not possible to determine where the causative agent of SARS came from. "It's not scientific to think that a case is detected somewhere earlier than the source of the disease. ”

On the morning before Zhang Wenkang was interviewed by CCTV, the then Premier of the State Council presided over an executive meeting of the State Council to study the prevention and treatment of atypical pneumonia. The meeting decided: To regard the control of the epidemic as the top priority of the current health work, the leading group for the prevention and treatment of atypical pneumonia headed by the minister of health will be responsible for guiding the prevention and treatment of atypical pneumonia, and the inter-ministerial joint meeting led by the deputy secretary general of the State Council will coordinate and resolve the relevant problems.

Soon, the focus on the SARS epidemic escalated to the level of national leaders. It was a turning point. Since then, the Chinese government has begun to talk about SARS directly to the public.

At 3 p.m. the next day, the Information Office of the State Council held a press conference to invite Minister of Health Zhang Wenkang to brief China on the prevention and treatment of atypical pneumonia. It just so happened that in his previous life, Chen Feng saw the end of this unique press conference from the beginning, coupled with Chen Feng's super memory, he remembered the press conference of the Ministry of Health that was criticized by countless people in the future very clearly, in a certain sense. Chen Feng personally witnessed this historical lie in his previous life.

The moderator at the time began by introducing the press conference as follows: "Good afternoon, ladies and gentlemen, journalists. Normally we have a press conference here at 10 a.m., but today it was changed to 3 p.m. It can be seen that today's press conference is a bit special. The theme of today's press conference is on the prevention and treatment of SARS. As you are concerned, there have been a lot of reports lately, and there are some irresponsible rumors that Beijing is terrible. When we issued this notice, we were worried that people would not be able to come, but the fact that so many reporters are here today shows that Beijing is still a very safe place. ”

Then Minister Zhang officially began the introduction of SARS: "Since the discovery of SARS in early 2003, as of March 31, a total of 1,190 cases of SARS have been reported, including 1,153 cases in Guangdong Province, 12 cases in Beijing, 11 cases in Guangxi Autonomous Region, 7 cases in Hunan Province, 4 cases in Shanxi Province, and 3 cases in Sichuan Province. 934 people have been cured and discharged, accounting for 78.5% of the total number of cases. Among them, 911 cases were in Guangdong, 1 case in Beijing, 8 cases in Guangxi, and all cases in Hunan, Shanxi, and Sichuan were cured and discharged. In this outbreak. A total of 46 deaths occurred, including 40 in Guangdong, 3 in Beijing, 3 in Guangxi, and no deaths in Shanxi, Hunan, and Sichuan. ”

Then he changed his words and began the "hard work" they had done on the epidemic: "After the outbreak of the SARS epidemic, the leaders of the Party Central Committee and the State Council were very concerned, attached great importance to it, studied it many times, and gave instructions to take effective measures. Control the spread of the epidemic. After the outbreak of the epidemic, the Ministry of Health attached great importance to this, and the three leaders of the Ministry successively went to Guangdong to guide the prevention and control of atypical pneumonia, and successively sent expert groups to Guangdong three times to assist in the prevention and control work, and at the same time issued the "Notice on Strengthening the Prevention and Control of Respiratory Infectious Diseases in Spring" to the local health administrative departments, held special meetings, arranged work, and actively carried out epidemic monitoring and prevention and control work. Guangdong Province, where the epidemic situation is relatively severe, has fully mobilized the forces of all parties to treat patients to ensure that every patient can receive timely and proper medical assistance, and has carried out a large number of epidemiological investigations, clinical diagnosis, on-site sampling, laboratory testing, disinfection and isolation work, and has accumulated rich experience. Thanks to the hard work of the central and local health departments, the number of cases has decreased significantly, the number of cured cases has increased significantly, the number of deaths has decreased, and the epidemic has been effectively controlled. Further research on the pathogen is also underway. As you can see, Chinese mainland society is now stable and people's lives and work continue to be normal. Here, I can responsibly tell you that it is safe to work and live in China, including traveling. All of you here, wearing a mask or not wearing a mask, I believe it is safe. ”

Later, a reporter from the French newspaper Figaro asked: "In fact, the first cases appeared three or four months ago. Why there are so few relevant reports in the Chinese media during this period. Why did you wait so long for this information to be released on an official level?"

Minister Zhang replied: "For this question, it is true that the first cases can be traced back to three or four months ago. But in the beginning, because SARS is a new disease, a disease that we have not yet recognized, we have not yet recognized it. It was only at the beginning of 2003 that we realized that this disease was different from the previous SARS and that it was more contagious. In this way, the central government sent a team of experts to assist experts in Guangdong to study the disease together. After research, we have gradually deepened our understanding of the pathogenesis, treatment and prevention of this disease. Therefore, the earliest reported case in Guangdong was in mid-November, and this case was retrospective, which means that after we clarified the diagnostic criteria, we retrospectively thought that this person was atypical pneumonia. Since SARS is not an infectious disease stipulated in China's Law on the Prevention and Treatment of Infectious Diseases, it is necessary to establish a new epidemic reporting standard, and it is necessary to collect and analyze the epidemic situation. It all takes time. Moreover, this epidemic has only been found in a few provinces in our country, and according to the Law on the Prevention and Control of Infectious Diseases, it should be announced by the local government, so Guangdong Province and Guangzhou City respectively held press conferences in early February to report on the epidemic situation and the handling situation. ”

And the host even interjected and added: "Just now the reporter asked that the media did not report it, and I know that there will be this problem today." So we asked the Guangdong Provincial Information Office to provide a number, from the beginning of February this year to the present, there are more than 500 reports and articles on SARS in various media in Guangdong, if the reporter is interested, we can ask the Guangdong Provincial Information Office to provide you with a list of articles. ”

Obviously, his fluent answer has been fully prepared in advance, and it is plausible, which makes people unable to justify it for a while, after all, the more than 500 reports are obvious, but in fact, these reports are basically staged, and they are not explicitly reporting the contagiousness and danger of SARS, but the official consistent "harmonious" tone: this disease is not terrible, it can be controlled, it can. Subsequently, the major media were even more silenced.

Another French reporter asked: "I find it incomprehensible about the situation you just mentioned, because you just mentioned that the atypical pneumonia has now been controlled, but you also said that there is still a certain amount of investigation to be made on the issue of the epidemic. Now, every day in different countries, in Canada, in France, people die of this disease, don't you think it's a bit contradictory?"

Minister Zhang replied: "I am talking about effective control, not effective elimination. And I am talking about effective control in Chinese mainland, not effective control and complete eradication in all parts of the world. Considering that there are still a small number of cases in Chinese mainland, new cases in Hong Kong and Taiwan, and more than a dozen cases in the world. Therefore, China is willing to share its own experience, including its own lessons, and is willing to work with other countries to deal with SARS and benefit the health of people around the world. ”

Later, a German journalist asked: "In the past few weeks, China has said very little on this issue, and we feel that we do not understand a lot of things. But now you said that it's safe to travel in China right now. But the World Health Organization has issued a warning not to travel to Hong Kong and southern China. But you were inviting these people to these places. Can you clarify to us that tourists and businessmen can now go to Hong Kong and South China?"

Minister Zhang replied: "We have been in close contact with the World Health Organization (WHO) on SARS. The reality is that the outbreak of SARS in some parts of China has been effectively controlled, and valuable experience in treatment and prevention has been accumulated. I believe that the World Health Organization will decide its own countermeasures and recommendations according to objective reality, for example, the WHO has now canceled such measures, that is, Beijing is included. I think the reason why the WHO made this decision is because the WHO experts are working in Beijing, and they will report to the WHO whether it is safe in Beijing. The reason why the World Health Organization declared Guangdong the site of the epidemic is because they do not know the situation of the epidemic in Guangdong. Now experts from the World Health Organization have arrived in Guangdong and have started the second phase of our cooperation. I think that after the WHO experts have a clear understanding of the situation in Guangdong, I think they will consider their proposals. ”

A reporter from China Daily asked: "Some foreign media reported that the figures released by China show that the epidemic in China, especially in Guangdong, is spreading rapidly, what is your comment on this?"

Zhang Wenkang replied solemnly: "I think what they say is unfounded. According to the report of the Guangdong Provincial Department of Health, in March, that is, from March 1 to March 31, a total of 361 cases of SARS occurred in the entire Guangdong province, a decrease of 47.5% from February. Among them, there were 145 cases in early March, 128 cases in the middle of March, and 88 cases in the second half of March. In March, 507 cases were cured and discharged, an increase of 133 cases from February. There were 9 deaths in March, 18 fewer than in February. Cases have continued to decline since April. I don't know how it came to this conclusion. ”

A reporter from Time magazine in the United States asked: "If the Ministry of Health had informed the Hong Kong health department of the disease earlier, would the Hong Kong health department be able to better prevent and treat the disease?" I have a question for Director Wang, you just said that since the beginning of February, there have been more than 500 reports on this disease in the media of all sizes in Guangdong. As far as I know, there weren't a lot of reports before mid-February, or 50 times. Can you elaborate on the number of reports on SARS in the media in Guangdong since mid-February?"

First of all, Minister Zhang replied: "In fact, the Chinese Ministry of Health has introduced some of Guangdong's practices and experiences in the prevention and treatment of SARS to the health authorities of the Hong Kong SAR Government through various channels. We have also found that the Hong Kong health authorities have also taken relatively effective measures. But I think that such an infectious disease with no known cause may have its own development process. According to the experience of Guangdong, China, there may be a high incidence phase of about three weeks, and then gradually decline due to the appropriate measures taken. We also believe that Hong Kong will be able to control the development of the epidemic as soon as possible. In addition, we have further studied cooperation with the Hong Kong side in the prevention and treatment of SARS. I took the opportunity to receive my honorary degree in Hong Kong and met with Chief Executive Tung, and we confirmed that we would further collaborate in epidemiology, clinical and etiology. Hong Kong and Guangdong are cooperating, and we have agreed that we are now discussing ways of cooperating at the working level. On the premise of abiding by the Basic Law, we will strengthen exchanges and cooperation. ”

The host, Director Wang, replied: "If you need it, I can provide you with a catalog." ”

Another foreign reporter asked: "Many multinational companies, including Intel, have canceled their activities in China, and they also believe that it is not particularly safe to come to China now." Do you think it's safe to travel in China or to walk around in China, or anywhere in China, or just in Beijing? Because there are constant warnings from people not to travel to China?"

Minister Zhang's answer to this question later became a stain on his body, and even became a negative example for Chinese officials in the international community, and he replied with a sworn oath at the time: "Regarding the question of tourism, my answer is that I am here in the name of the minister to say that the epidemic of SARS has been effectively controlled in some parts of China, and that it has also accumulated relatively valuable experience in prevention and treatment." In China, the order of life and production of the Chinese people, including the people of Guangdong, is normal. Therefore, it is also safe to come to China for work, tourism, meetings, etc. In addition, based on the experience gained in the past, we will further do a good job in various preventive work to protect the health of people who come to China for tourism, meetings or work. As far as I know, since I spoke to the Chinese public yesterday, some of them have changed their minds, and of course we don't force them to change their decision. ”

After the Ministry of Health's press conference, in view of the travel exhortations issued by some governments on SARS in China, Sun Gang, deputy director of the China National Tourism Administration, said at a briefing attended by representatives of foreign tourism and civil aviation enterprises in Beijing on April 4 that so far, the China National Tourism Administration has not received a single report of tourists infected with SARS.

He asked the participants at the meeting: "Aren't all of you particularly healthy? Aren't all the citizens of Beijing particularly healthy?" You can think about it: The first cases of SARS in Guangdong can be traced back to three or four months ago, and during these months, seven or eight million people have traveled to Chinese mainland every month, and your companies have organized thousands to tens of thousands of tourists to travel and tourism to Chinese mainland, and how many people have been infected with the epidemic?"

On the afternoon of the 6th, the Ministry of Health and the Beijing Municipal Health Bureau jointly held a press conference, revealing a shocking news: International Labor Organization official Pike Arrow died of SARS in Beijing. The death of a foreigner suffering from SARS in Beijing cannot but make people have a lot of imagination about the course of the epidemic in Beijing. Although Jin Dapeng, director of the Beijing Municipal Health Bureau, stressed that Arrow is an imported case and that "there is no problem with the epidemic of atypical pneumonia in Beijing", the public who know the news is still skeptical.

Subsequently, with the emergence of the epidemic in Beijing, rumors also flourished. All kinds of gossip are flying all over the sky, and the news of Ditan Hospital, Jishuitan Hospital, Peking University Hospital, Union Hospital, People's Hospital, and China-Japan Friendship Hospital has been reported one after another, and some hospitals are "full of beds". When reporters go to various academies to cover news, they are often politely refused.

Tensions in Beijing are heating up by the day. On the streets, masks are sometimes worn, medical experts are offering prescriptions in the media, and masks and banlangen are in demand in pharmacies.

The most lethal "rumor" was exposed by the American magazine "Time". On April 8, the publication quoted a signed letter from Dr. Jiang Yanyong from the People's Liberation Army General Hospital in Beijing saying that he was aware of a military hospital that had more patients than the official number announced, and criticized Chinese health authorities for concealing the SARS outbreak. The report became a trigger for foreign journalists to question the official figures.

On the evening of April 11, media reporters met Dr. Jiang Yanyong in a high-rise building in the 301 Hospital's Cadre Rest House. Jiang was formerly the chief of surgery at 301 Hospital, and was rehired as a member of the hospital's expert group after his retirement. He is 72 years old, with a ruddy complexion and a loud voice. The 51-year-old veteran confirmed that the letter was indeed from him, and the letter was sent on April 4 and 5, and was first sent to Phoenix Satellite TV and Central Radio 4. It can be said that he is a true Communist Party member and a doctor with a real conscience and a sense of social morality.

It is precisely because of his bold exposure that the "relevant departments" can no longer ignore their conscience as they want and deceive the people of the whole world for the sake of their own political achievements, so as to allow the epidemic to spread.

On the afternoon of April 9, the WHO expert group held a press conference to introduce the results of the inspection in Guangdong. Half an hour before the meeting, the huge room was already crowded with more than 100 reporters from home and abroad. However, the journalists' interest is not first and foremost in Guangzhou, but in Beijing. WHO experts did not respond directly to the journalists' questions. A day later, the report of the expert team was published on the World Health Organization's website. "Other provinces with inadequate health systems are unable to face the challenge of SARS as quickly and effectively as Guangdong," the report said. In Beijing, for example, only a few hospitals report cases on a daily basis, and the contact tracing system is problematic and cannot be systematically implemented. This will lead to the spread of the disease. ”

This is an unequivocal criticism from the World Health Organization. Obviously, this report from the World Health Organization was unfortunately verified in Beijing not long after. Two days later, on 12 April, the WHO again listed Beijing as an epidemic area and announced that it would send a team of experts to China to work with Guangdong, Beijing and Shanghai, respectively, to solve the problem of the declaration system. At a press conference held by the Taiwan Affairs Office of the State Council on this day, Zhong Nanshan, an academician of the Chinese Academy of Engineering and the head of the Guangdong Provincial Steering Group for the Prevention and Treatment of SARS, frankly questioned the idea of "effective control." "From a medical point of view, the disease is not effectively controlled," he said. We should not use the word 'control', but should use the more objective word 'containment', because the source of the disease itself has not been clarified, how can you control it. ”

His truthful words, as well as his outstanding contributions to the fight against SARS since then, have even been admired to the point of "national heroes" and have become representative figures with truth and conscience in China.

On April 11, a team of experts from the World Health Organization (WHO) came to Beijing to focus on the reporting system for SARS cases in Beijing. At this time, the atmosphere in Beijing is very different from that of 10 days ago, giving people a familiar feeling of "national mobilization". The Beijing Municipal Health Bureau announced that the city-level epidemic control measures have been launched, and a series of comprehensive prevention and control measures have been taken to control the source of infection.

Subsequently, under the strong attention of the central leadership, a battle against SARS slowly began. On April 20, in response to the problems in the prevention and control of SARS, the Central Committee of the Communist Party of China decisively adjusted the positions of the main responsible comrades of the Ministry of Health and the Beijing Municipal Government. The central authorities announced to the outside world their decision to remove Zhang Wenkang from his post as secretary of the leading party group of the Ministry of Health and Meng Xuenong from his posts as deputy secretary, member of the Standing Committee, and member of the Beijing Municipal CPC Committee.

However, after the dismissal of the world-famous Minister of Health, who lied to many domestic and foreign media, he also served as a member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, deputy director of the Committee on Science, Education, Culture, Health and Sports of the National Committee of the Chinese People's Political Consultative Conference, vice chairman of the Soong Ching Ling Foundation, and president of the China National Health Association. This is a typical officialdom culture with Chinese characteristics, and if you are dismissed, you can still hold other positions.

On the same day, the Ministry of Health held another press conference, Vice Minister of Health Gao Qiang publicly admitted that the government had failed to release the epidemic in a timely and accurate manner, and the government authorities began to release the SARS epidemic situation on a daily basis. A nationwide war without gunpowder has begun: the fight against SARS.

During this period, there was an overwhelming amount of information about SARS. SRAS, also known as SARS, is frequently spoken out of people's mouths and has become a topic of extreme concern to the masses. What is the culprit of SARS? What is the epidemic situation in the country? Why do you get SARS? How to prevent SARS? SARS patients, SARS drugs, anti-SARS heroes, isolation, anti-SARS activities......

During this period, Hong Kong and Guangdong were considered the most vulnerable areas to SARS, followed by Beijing. SARS is regarded as a plague, and the spread of the epidemic has enveloped the whole country with panic, and the control of the epidemic has brought good news to people. Tourism, catering industry is the second most affected......

Chen Feng quickly recalled the information about this unprecedented epidemic in his previous life in his previous life, and he is now concerned about his godfather actually starting to take charge of the health system, and at another time, this errand is naturally the icing on the cake, but now, at the juncture when SARS has broken out, his godfather accepts the part of being in charge of national health, this luck is really too much, and the official reputation accumulated before will be ruined, Chen Feng even wonders if such an arrangement is not deliberately targeted by his political enemies. Of course, if his grandfather makes appropriate arrangements and decisions on this, it may be too late.

"Xiao Feng, what are you thinking?

For the sake of his grandfather's political life and for himself to continue to enjoy the shade under his big tree in the future, Chen Feng finally spoke after a fierce ideological struggle: "Grandpa, I just heard you say that you are in charge of national health work, and I suddenly thought of a post I saw on the Internet two days ago. ”

"Oh, the post on the Internet?" Wang Zhaoxiang asked with some surprise, "What post?

Chen Feng said with a heavy face: "It's a post about infectious diseases in Guangdong, the above post said that a strange disease appeared in Foshan, Guangdong in November last year, and five people in one of the big families successively developed symptoms similar to pneumonia, but it was obviously different from ordinary pneumonia. Two critically ill patients, with no fever for more than 10 days, respiratory failure, chest X-ray showed large shadows in the lungs, and treatment with a variety of antibiotics was ineffective. Experts suggested at the time that it could be some rare cases of viral respiratory infections. There are cases of pneumonia, but they are different from ordinary pneumonia cases, and there were many cases in Guangdong at the end of last year. In January this year, the Guangdong Provincial Department of Health received a report from Heyuan City for the first time that two patients with special pneumonia had been found, and several medical staff were infected at the same time. After receiving the report of the epidemic, experts from some major hospitals in Guangzhou, including Academician Zhong Nanshan, rushed to Heyuan. Experts have found that this is an infectious disease that has never been seen before in human history, the causative agent of which cannot be completely determined, and the clinical symptoms are different from the common typical pneumonia. Experts call it "atypical pneumonia". This is a highly contagious infectious disease, the early symptoms are fatigue, headache, loss of appetite, followed by obvious respiratory symptoms, high fever, chills, cough, muscle and joint aches all over the body, dry cough or a small amount of white sticky sputum or sputum with blood streaks. In severe cases, there can be significant respiratory distress and a high mortality rate. It is now said that this highly contagious "atypical pneumonia" is spreading rapidly in Guangdong Province, mainly in family clusters and nosocomial infections, and is likely to spread to Hong Kong, Beijing and other places with the movement of people and cross-infection. Grandpa, do you know about this?"

Wang Zhaoxiang saw that Chen Feng was talking about this matter, his face suddenly became a little solemn, nodded and said, "Grandpa also knows something about this matter." However, the Guangdong Health Department reported that the 'atypical pneumonia' had been brought under control. ”

"Grandpa, do you really believe them? I think this disease is likely to be spreading now, grandpa, as the leader in charge of the national health work, you can't take this lightly. The contagiousness of this disease is said to be very powerful, it can be transmitted through the air, and it is impossible to prevent it, so it must be isolated and controlled as soon as possible, otherwise the consequences are unimaginable, I think it is necessary for you to organize a special investigation team to investigate this matter, if the Guangdong side really intends to conceal the epidemic, grandpa you should do your best to deal with it. This highly contagious infectious disease cannot be concealed, and concealing it for a while can only make the epidemic more severe, and only by making it public and announcing it in a timely manner and allowing the people to take precautions can it be truly controlled. Chen Feng said his opinion in one breath.

Wang Zhaoxiang listened to Chen Feng's words, obviously fell silent, tapped his fingers lightly on the table, and said after a while: "Grandpa knows about this matter, if the Guangdong side really conceals the epidemic, grandpa will definitely deal with them strictly." ”

"Grandpa, this matter is very strict, and there is no time to delay, you should start deploying it right now. Chen Feng said a little anxiously. Before, he still had concerns about SARS, but now that he has said it, he will say it in one breath, "If you delay one more day, the epidemic will worsen further." ”

"Oh, can you really be so sure about this?" Wang Zhaoxiang looked at Chen Feng with some strange eyes.

Chen Feng realized that what he said just now was too sure, and hurriedly added: "Grandpa, this is my intuition, and my intuition has always been very accurate, including the last 'poisoned milk powder incident'. ”

Wang Zhaoxiang glanced at Chen Feng lightly with a slightly scrutinizing gaze before he said: "Okay, grandpa knows, grandpa will investigate this matter immediately, if this matter is really strict, grandpa will naturally make arrangements as much as possible." ”
